Title Services

The Office of Title Services manages Federal programs aimed at supporting low-income students, students in facilities for neglected youth, homeless students, migrant students, students in facilities for delinquent or at-risk youth; promoting professional development for teachers and school leaders; supporting English learners and immigrant students; promoting safe and healthy schools, and well-rounded educational programs; and rural schools (Titles I, A; I, C; I, D; II, A; III, A; IV, A; V and IX of the Every Student Succeeds Act).


Welcome to the Office of Title Services (OTS) at the Oklahoma State Department of Education (OSDE). OTS provides support to Oklahoma schools and districts in their efforts to improve student achievement and ensure that students in Oklahoma are prepared for a successful future. OTS serves over 540 local education agencies (LEAs) that are subrecipients of federal grant awards.

OTS provides assistance to LEAs for the following grant programs:

  • Title I, Part A, Improving the Academic Achievement of the Disadvantaged 
  • Title I, Part C, Migrant Education Program  
  • Title I, Part D, Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk 
  • Title II, Part A Supporting Effective Instruction  
  • Title IV, Part A, Student Support and Academic Enrichment 
  • Title V, Part B, Subpart I, Rural Education Initiative, Subpart 2, Rural and Low-Income School Program (RLIS) 
  • Title IX, Part A, Education for Homeless Children and Youth (McKinney-Vento Act) 
  • Coronavirus Aid Relief and Economic Security Act, 2020 (CARES Act), Elementary and Secondary School Emergency Relief Fund (ESSER I) 
  • Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA), Elementary and Secondary School Emergency Relief Fund (ESSER II) 
  • American Rescue Plan Act, 2021 (ARP Act), Elementary and Secondary School Emergency Relief Fund (ESSER III)
