SoonerStart Data and Reporting
Each SoonerStart site is required to submit data on infants and toddlers with disabilities and/or developmental delays aged birth to 3 years who receive services on an Individualized Family Service Plan (IFSP) to the Oklahoma State Department of Education-Special Education Services (OSDE-SES).
State Performance Plan and Annual Performance Report
States receiving IDEA funds must have a State Performance Plan/Annual Performance Report (SPP/APR) that evaluates their efforts to implement the requirements and purposes of Part C of the IDEA and reports annually on their performance.
Oklahoma’s SPP/APR includes:
- A five-year plan (FFY 2020-FFY 2025) for an evaluation of the state’s efforts to implement the requirements and purposes of Part C of the Individuals with Disabilities Education Act (IDEA) to improve developmental services for infants and toddlers with disabilities.
- Performance and compliance targets for 11 program indicators identified by the Office of Special Education Programs (OSEP).
- Targets developed with stakeholder input that are specific, measurable, rigorous, relevant and timely.
- Specific plans for improving performance on each program indicator.
- An annual report to OSEP and to the public of SoonerStart’s progress or slippage on each program indicator.
- An annual report to each SoonerStart site on their performance on the indicator targets.

SoonerStart utilized stakeholder input to set new targets for Oklahoma's IDEA Part C State Performance Plan (SPP)/Annual Performance Report (ARP) indicators for the FFY 2020-2025 submissions to the Office of Special Education Programs (OSEP). Annual Determinations
The IDEA requires each State to report annually to the Secretary of the United States Department of Education’s Office of Special Education and Rehabilitative Services on its performance in providing services to infants and toddlers with disabilities. Specifically, the State must report in its APR, the progress it has made in meeting the measurable and rigorous targets established in its annual SPP.
The Secretary is required to issue an annual determination to each State on its progress in meeting the requirements of the statute. This determination is based on the totality of the State’s data and information, including the Federal fiscal year (FFY) State Performance Plan/Annual Performance Report (SPP/APR), other State-reported data, and other publicly available information. IDEA details four categories for the Secretary’s determinations. A State’s determination may be:
- Meets the requirements and purposes of IDEA
- Needs assistance in implementing the requirements of IDEA
- Needs intervention in implementing the requirements of IDEA
- Needs substantial intervention in implementing the requirements of IDEA

SoonerStart Data Profile (SDP)
SoonerStart must report annually to the public via the Oklahoma State Department of Education’s website, on the performance of each early intervention service site located in the state. SoonerStart is required to:
- Review each site’s performance against targets in the state’s current SPP/APR.
- Determine if the site:
- Meets requirements
- Needs assistance
- Needs intervention
- Needs substantial intervention
- Take appropriate enforcement action
- Inform each SoonerStart site of its determination
