Public Notice Submission of the Individuals with Disabilities Education Act (IDEA) Parts B and C Grant Applications
The Oklahoma State Department of Education hereby notifies all interested parties of its intent to make available and provide information about P.L. 108-446 IDEA Parts B and C, FFY 2026 grant application, for early intervention [infants and toddlers with disabilities, ages birth to three (0-3)], and children and youth with disabilities ages three through twenty-one (3-21) in Oklahoma.
The first draft of the P.L. 108-446 FFY 2026 grant application has been developed for public review and comment prior to the final draft being submitted to the United States Department of Education, Office of Special Education Programs. The P.L. 108-446 FFY 2026 grant application includes provisions for assuring the state has policies and procedures in effect to meet the eligibility requirements of parts B and C of the act, as well as funds under parts B and C of the act.
Copies of the draft of Parts B and C P.L. 108-446 FFY 2026 grant application are available for public review in the following locations: early intervention offices in the following locations: Ada, Clinton, Kingfisher, Lawton, McAlester, Muskogee, Oklahoma City, Tahlequah, and Tulsa. additional copies are available for public review at the Oklahoma State Department of Education, Special Education Services, 2500 North Lincoln Boulevard, Suite 412, Oklahoma City, Oklahoma 73105-4599 or online at https://oklahoma.gov/education/services/special-education.html. Parties interested in reviewing the draft Parts B and C P.L. 108-446 FFY 2026 grant applications should contact the Special Education Services of the Oklahoma State Department of Education at (405) 521-3351. Any interested party is invited to submit written comments to the Oklahoma State Department of Education, Special Education Services, 2500 North Lincoln Boulevard, Suite 412, Oklahoma City, Oklahoma 73105-4599 or through email at sdespecialeducation@sde.ok.gov with “public comment” clearly noted in the subject line. All comments should cite the section and page of the draft application. All written comments must be received no later than May 15, 2026. All solicitations for the public comment are barrier free. Individuals who speak a language(s) other than English, or have a hearing impairment and require an interpreter, are asked to contact the Oklahoma State Department of Education via e-mail at sdespecialeducation@sde.ok.gov with “public comment” clearly noted in the subject line.

Public Notice of Public Comment for the Draft 2026 Oklahoma Special Education Policies and Procedures Manual
The Oklahoma State Department of Education announces its intent to release the Draft Oklahoma Special Education Policies and Procedures Manual for public review and comment. This initial draft has been prepared to gather feedback before the final version is submitted to the Oklahoma State Board of Education. The manual provides guidance on special education policies, procedures, and best practices for Oklahoma local education agencies, ensuring the state fully and appropriately implements the Individuals with Disabilities Education Act (IDEA).
Draft Oklahoma Special Education Policies and Procedures Manual is available for public review online at https://oklahoma.gov/education/services/special-education.html. Parties interested in reviewing the draft OklahomaSpecial Education Policies and Procedures Manual should access the manual under the Special Education Manuals and Handbooks, or by using the link: Draft Oklahoma Special Education Policies and Procedures Manual.
Any interested party is invited to submit written comments to the Oklahoma state department of education, special education services, 2500 North Lincoln Boulevard, Suite 412, Oklahoma City, Oklahoma 73105-4599 or through email to osde.spedpubliccomment@gmail.com with “public comment” clearly noted in the subject line. All comments should cite the applicable chapter, section number, and page number of the draft manual. All written comments must be received no later than May 1, 2026.
All public comment opportunities are accessible and barrier-free. Individuals who speak a language other than English, or who are deaf or hard of hearing and require an interpreter, are asked to contact the Oklahoma State Department of Education by emailing Abby Johnson (abby.johnson@sde.ok.gov) with “Interpreter for Public Comment” clearly noted in the subject line or by calling (405) 521-3351. Individuals who plan to present public comment in person and require an interpreter should call (405) 521-3351 at least 72 hours in advance so that appropriate arrangements can be made.
Public hearings for members of the public to provide oral comments are scheduled from 1:00 PM to 3:30 PM on Thursday, April 9, 2026, and Monday, April 13, 2026, at the Hodge Education Building, Conference Room 500CR2, 2500 North Lincoln Boulevard, Oklahoma City, OK 73105. Individuals wishing to speak must sign in at the door of the State Board Room before the hearing begins. To ensure that everyone who wishes to speak has an opportunity, time limits may be applied to each presentation. Each individual comment will be recorded.
