State Performance Plan / Annual Performance Report

Every six years, the U.S. Department of Education Office of Special Education Programs (OSEP) revises a list of indicators to which states and districts are held accountable under the IDEA (Individuals with Disabilities in Education Act). For school-age programs, the set of seventeen includes compliance and performance indicators that focus on key elements of the IDEA such as timeliness of evaluation, early childhood growth and achievement, equity in discipline, and secondary transition. Compliance indicator targets are set by OSEP at 100% compliance, but states set the targets for performance indicators. Targets must be set with the input and guidance of stakeholders who represent all aspects of special education in a state: parents and students, districts, state agencies, support organizations and advocates. Participants should also represent the diversity of the state by age, disability status and type, region, race and ethnicity, gender, tribal status, and wealth.
