The Oklahoma State Department of Education Office of Student Support provides a holistic approach to supporting educators and families through comprehensive school counseling, academic advising, alternative education strategies, behavioral learning resources, and school-based mental health. We strive to increase access to resources that promote the academic, social, and mental well-being of all students. We resource our schools. We serve our families. We support our students.

NEW School Counseling Administrative Rules – Starting 2025-26 School Year
Have you heard?
School counseling is getting a fresh update starting this year! New administrative rules were passed that require several new things:
- All schools will develop a written Comprehensive School Counseling Plan to be submitted to OSDE by the Fall of 2026.
- School counselors shall spend a minimum of 80% of total work time providing direct and indirect services as components of their comprehensive school counseling program. The remaining 20% is spent on program planning and school support.
- ALL school counselors will be trained in the pathways unit system which will prepare students for college and career readiness and success.
As you begin developing or refining your school’s comprehensive plan, the Oklahoma Comprehensive School Counseling Model Frame Template is available to help guide your work. This template provides a clear structure aligned to the Oklahoma Comprehensive School Counseling Framework and supports schools in planning services that meet both student needs and state expectations for district level comprehensive school counseling plans. We highly encourage schools to use the template as a starting point to ensure consistency, clarity, and strong implementation across the state.
