Indicator 9: Disproportionality of Racial/Ethnic Representation
Each Local Educational Agency (LEA) must have a rate of identification of students with disabilities in each disability category compared to the State average or an LEA's identification of all students with disabilities. The minimum criteria n-size and risk ratio rate of discrepancy for each disability category is determined with stakeholder input. The purpose of the indicator is to ensure that all races/ethnicities have a comparable rate of identification within each category of disability.

- Racial and Ethnic Representation: disproportionate representation of racial and ethnic groups in special education and related services that is the result of inappropriate identification.
