Information for Publishers

Publishers submitting instructional materials in Oklahoma must follow the rules set by the State Textbook Committee. Publishers submit sealed bids, which the State Textbook Committee and content review team evaluate and select books based on quality and price. Publishers must offer Oklahoma the lowest price given anywhere in the U.S. within the past six months and report any price reductions. Updated editions can replace older ones if approved during the substitution cycle. Schools can buy books at contract prices, and publishers must provide accessible formats for students with disabilities. If a textbook has errors, the publisher must fix them before full approval. Intent To Bid

The Intent to Bid form for the 2026 adoption cycle opens March 6. The window will be open from March 6 through April 10, with all submissions due by 5:00 p.m. See Intent to Bid Memo for additional information.  

As part of the submission process, publishers are encouraged to complete and upload the Data Privacy and Integration Attestation Form, which may be shared publicly.  

Because of the unique situation in Oklahoma, where the Social Studies review cycle was suspended last year following the Oklahoma Supreme Court ruling, not all of the subjects below will be reviewed this cycle. The final subjects for review will be determined by the end of March. The available subject areas at this time include: 

  • Science 
  • Physical Education 
  • Health 
  • Vocational Education 
  • Social Studies 

Depending on the final plan, the 2026 review cycle will include either: 

  • Science and Social Studies, or 
  • Science, Physical Education, Health, and Vocational Education 

Publisher bid information is not publicly shared until after the State Textbook Committee (STC) reviews the bids in July (70 O.S. § 16-103), so specifics are not disclosed until then.  


Supplemental Submissions

Publishers submitting exclusively supplemental materials for the 2026 Adoption Cycle may submit using this form.

Supplementary vs. Comprehensive Materials

  • Comprehensive materials: Must be reviewed and adopted by the State
    Textbook Committee
  • Supplementary materials: Not reviewed or approved by the State Textbook
    Committee.

Substitution Bid

Please note that publishers with an approved contract may request to replace a textbook with a new or revised edition, provided it meets content and quality standards and does not hinder classroom use. Substitutions will not be accepted in the last year of the contract period, and the price of the substituted edition must not exceed the original contract price. Each year, a memorandum is issued at the beginning of December inviting publishers to submit their intent to bid for the current cycle. The Intent to Bid window remains open from December until the first Friday in January, with all submissions closing at 5 p.m. on the due date.
