Approved Titles

The approved instructional materials listed below are reviewed by content review teams using State Textbook Committee-approved rubrics. The State Textbook Committee has the final say in the approval process, making their final decisions based on the evaluation rubrics provided by these content review teams. 70 O.S. § 16-102

State-Approved Instructional Material Rubric Rating

State-approved textbooks receive a rating of "Exemplifies Quality" or "Approaching Quality" on the rubric. 70 O.S. § 16-102

Each rubric includes a three-tiered rating system:

  • Exemplifies Quality – Highest rating
  • Approaching Quality – Meets quality standards with minor gaps
  • Not Representing Quality – Does not meet quality standards

Oklahoma content area experts use State Textbook Committee-approved evaluation rubrics to review instructional materials. Districts can use these rubrics, data, and local priorities to select materials that best meet their needs. Supplementary Materials vs. Comprehensive Materials

  • Comprehensive materials: State-approved if rated "Exemplifies Quality" or "Approaching Quality."

  • Supplementary materials: Not reviewed or approved by the State Textbook Committee.

State textbook funds are intended to be spent on comprehensive instructional materials approved by the State Textbook Committee, found on the Approved Titles page. Districts wanting to purchase supplementary materials with State Textbook funds must conduct a rigorous local review with their district textbook committee and obtain approval from their district school board before submitting a request to the State School Board. These materials must enhance, not replace, adopted comprehensive instructional materials or programs.  70 O.S. § 16-111, 70 O.S. § 16-111.1, OAC 720:10-3-6


District Ordering - Resource Links

The district superintendent or textbook coordinator appointed by the superintendent is responsible for placing orders with the appropriate depository for all textbooks outlined in the district’s textbook plan for the upcoming year. A district superintendent or textbook coordinator may order any textbooks listed on the state-approved title list using state funds.

Districts can submit textbook orders directly to a depository. Contact information for the Archway Depository and Thompson School Book Depository is provided below. All depositories handling district orders must have a physical Oklahoma address.

Accessible Formats - Resource Links

State-approved instructional materials result in publishers establishing a contract with the State of Oklahoma. Contract requirements require all publishers to have any printed instructional materials available in the National Instructional Materials Accessibility Standard (NIMAS) format.

If digital instructional materials are approved, the publisher must ensure all digital materials conform at a minimum to the standards for accessibility as set forth in Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794d) and its implementing regulations (36 C.F.R. § 1194), or Level AA or above of the Web Content Accessibility Guidelines (WCAG) 2.0.
