Gifted and Talented Education

In 1981, Oklahoma became the seventeenth state to mandate educational services for students identified as gifted and talented.  This was done through the enactment of Title 70 O.S. Sections 1210.301-308.  Oklahoma’s funding comes through the state aid formula and is a weight of .34 for each student identified and served in gifted and talented education.

GT Expenditure Reports

Oklahoma House Bill 1968 was signed into legislation on April 28, 2021, amending the duplicative reporting of the GT expenditure report. Now, districts submit their Program 251 and 252 reports through Oklahoma Cost Accounting System (OCAS).

GT Teacher Training Webinar Series

Administrative Rule requires all GT program personnel to participate in inservice training designed to educate and assist in the area of gifted education (210:15-23-7). The videos below are designed to meet this requirement. Each session is approximately 60 minutes in length. The videos are about 45 minutes and include places for sharing, reflecting, and discussing within small groups. Upon completion of a session or the series, participants can complete this GT Teacher Training Certificate Form to receive a professional development certificate. Oklahoma Gifted Education Specialist Certification

On May 24, 2012, the Oklahoma State Board of Education approved Standards and Competencies for gifted education, as well as the Oklahoma Gifted Education Specialist (OGES) Certification.

Oklahoma Academic Scholar Recognition Program

The purpose of the Oklahoma Academic Scholar program is to recognize the outstanding academic achievement of graduating seniors in compliance with State law which became effective in 1986. 

Oklahoma Academic Scholars receive a certificate of recognition from the State Board of Education and the local high school, a gold seal affixed to their diploma, and the honor recorded on their official transcript.

Requirements for Recognition as an Oklahoma Academic Scholar

Graduating seniors who meet all of the requirements listed below shall be recognized by the local school district and the State Board of Education as an Oklahoma Academic Scholar:

  • Accumulate over Grades 9, 10, 11 and the first semester of Grade 12, a minimum grade point average of 3.7 on a 4.0 scale or be in the top 10% of their graduation class.

  • Complete (or will complete) the curricular requirements for a standard diploma.

  • Achieve a 27 composite score on the ACT or 1220 combined reading and mathematics score on the SAT. The ACT or SAT must have been taken on a national test date or state administered test date. For students with documented disabilities requiring testing accommodations not available on a national or state administration date, a qualifying score on the ACT or SAT may be demonstrated using alternate administration dates. ACT Superscores are allowable for qualification. 

Submission of Qualifying Seniors

Names are submitted by each public and private high school beginning in March, 2024.  Log into the Oklahoma Education Single Sign-On and submit the names of qualifying seniors for your high school.  (Please note: login and access to the Oklahoma Education Single Sign-On is organized within each district.) 

Names are due on April 18, 2025. 

Private schools may submit their list of eligible seniors via email to regina.hein@sde.ok.gov
