Net Metering in Oklahoma

Payments or Credits for Consumer-Generated Power

In Oklahoma, net metering of Distributed Generation (“DG”) Resources is governed by 17 O.S. § 156 and OAC 165:40:9.  DG refers to consumer-owned generation such as rooftop solar or small wind generators.

Net metering is the process that compensates customers with grid-connected DG by netting the energy produced from their DG facilities against the energy consumed at that location. The netting of the production against consumption provides the DG customers compensation at the full retail energy rates, but only up to their consumption level or the energy used at that location during that billing period.  Any additional energy consumed above the production of the DG will be billed at the utility’s applicable tariff rate.

Utilities must purchase any excess production, or any energy supplied by the DG facility above that consumed at that location, at the utility’s avoided energy cost.  Such purchases must be paid or credited during the next billing cycle.

The maximum participation level for net metering customers is currently 300kW or less qualified rated capacity for DG facilities.  Those greater than 300kW are covered by separate rules.

The current peak load limit is 125%.  This limit ensures that the production of the net metering customers is limited to only cover the expected consumption at that location.
