SoonerHealth+ Request for Proposals (RFP) is released

The Oklahoma Office of Management and Enterprise Services (OMES) released the SoonerHealth+ Request for Proposal (RFP) on Nov. 30, 2016. A fully capitated, statewide model of care coordination was chosen to best serve Oklahoma Medicaid’s Aged, Blind and Disabled (ABD) population.   

Proposals may be submitted until Feb. 28, 2017. The procurement period, including evaluation of potential responses, will last for six months and is scheduled to end by June of 2017. Starting today, OHCA enters into a silent period, lasting until the end of the procurement period. OHCA staff members will not be allowed to speak on the RFP or the process during this time.   

The Oklahoma Health Care Authority (OHCA) adheres to the National Association of State Procurement Officials (NASPO) guide, state law and statutes as defined by the Oklahoma Central Purchasing Act, and procurement ethics and standard of conduct as defined by Oklahoma Central Purchasing Division Administrative Rules. All information regarding the RFP shall remain confidential until the contract is awarded.   

Per the OMES, Central Purchasing Division Administrative Rules OAC 260:115-7-32:   

Bid Evaluation

(d) Prohibited disclosure. Agency personnel shall not announce or reveal their decision regarding supplier evaluation or recommendation for award in any public manner or forum, including board meetings, until the State Purchasing Director has issued the award of contract. 

OHCA has temporarily suspended stakeholder meetings and public presentations for SoonerHealth+ activities for the duration of the procurement period.Questions will only be accepted using the official question process that can be found in section 3.3 of the RFP under the “Submission of Questions” heading.

SoonerHealth+ Draft/Modeled Capitation Rate Development & Data Book (Actuarial Bidders' Conference - Feb. 1, 2017) - Presentation by Mike Nordstrom (Mercer Government Human Services Consulting)


Pursuant to House Bill 1566 passed by the Oklahoma Legislature and signed by Gov. Mary Fallin in April 2015, the OHCA will issue a Request For Proposal (RFP) for a care coordination model for the Aged, Blind and Disabled (ABD) populations. To comply with the new state regulation, the OHCA has and continues to solicit information and input from a wide variety of stakeholders including but not limited to members, advocates, providers, health care systems, and the general public. OHCA went through a Request For Information (RFI) process in June of 2015, for the development and requirements of the RFP.

The OHCA continues to gather contact information for stakeholders interested in being a part of the discussions. All interested parties are encouraged to provide their contact information including especially an email address, to receive periodic updates as well as notifications of future stakeholder meetings.

In order to comply with Oklahoma State Procurement law, OHCA has entered into a silent period lasting until the end of the procurement period. Questions will only be accepted using the official question process that can be found in section 3.3 of the RFP under the "Submission of Questions" heading.
