OKSHINE Update:
The Oklahoma Health Care Authority Board and Governor Stitt have approved the proposed emergency rules to implement the statewide health information exchange.
OHCA is thankful for the feedback of Oklahoma patients and providers in creating these emergency rules which encourages improved collaboration among different healthcare providers while protecting a patient’s right to privacy. OHCA remains committed to creating a streamlined, holistic health care approach and improving health outcomes for Oklahomans through the HIE.
The new rules include:
Broad exemptions that allow any provider seeking an exemption to be granted one;
Refined and added definitions;
Clarification on required participation;
Continued adherence to state and federal law regarding patient disclosure and consent;
Defined fees, including participation fee, connection fee and grant funds to cover connection fees.

OKSHINE Overview
The Office of the State Coordinator for HIE is the office within the Oklahoma Health Care Authority (OHCA) that oversees the state-designated entity (SDE) for HIE, MyHealth Access Network.
The HIE allows health information to flow seamlessly to and from authorized organizations and providers in Oklahoma, aiming to serve end users effectively by ensuring that providers, patients, hospitals, health systems, payers, state health agencies, and local health departments have secure, accurate data when and where it is needed for its intended purposes.

To enhance health care delivery in Oklahoma by providing timely access to a secure and trusted health information ecosystem while protecting individual privacy.
VISION
To help realize Oklahoma’s goal of becoming a top ten healthy state.
As defined in 317:30-3-35, providers licensed by and located in the State of Oklahoma may submit an application to report data to and utilize the HIE. Providers may register for an exemption from required participation as specified in 317:30-3-35, paragraph (f).

Why OKSHINE?
The HIE provides the capability to electronically collect, store, and share clinical information among disparate healthcare information systems while maintaining its privacy and security. The HIE facilitates appropriate and secure access to and retrieval of clinical data to provide safe, more timely, efficient, effective, equitable, patient-centered care. The HIE is helpful for connecting with multiple public health authorities to assist in the analyses of population health and the effectiveness of treatments.
OKSHINE connects providers throughout the state through our secure, online network to share patients’ virtual health records. Members include hospitals, ambulatory practices, ancillary services, behavioral health, specialty care providers, emergency medical services, social services organizations, and payers. Through OKSHINE, members track their patients care received outside of their facility to facilitate greater care coordination.
