Homeward Bound Waiver Renewal Effective 7.1.2026 — Oklahoma Human Services is seeking to renew the Homeward Bound Waiver. The Homeward Bound Waiver serves individuals with Intellectual Disabilities who have been certified by the United States District Court for the Northern District of Oklahoma as a member of the Plaintiff Class in Homeward Bound et al., Case No. 85-C-437-e. The specific changes include updating qualifications for case managers, initial level of care evaluators, and annual level of care evaluators to allow years of experience to be used in lieu of a bachelors degree; updating the incident reporting and medication administration requirements to comply with CMS guidelines; language clean up to remove virtual or remote provision of the Daily Living Supports service, and to remove references to requirements for an annual medical report; and updating service utilization projections.

Proposed Effective Date: July 1, 2026, contingent on CMS approval
