OK SPA 25-0011 Nursing Facility Quality of Care Fee and Tracheostomy Criteria Updates — For the rate period beginning July 1, 2025, OHCA is proposing a State Plan amendment to recalculate the Quality of Care (QOC) fee. The revised QOC fee will apply to regular nursing facilities, nursing facilities serving residents with Acquired Immune Deficiency Syndrome (AIDS), and both Regular and Acute Intermediate Care Facilities for Individuals with Intellectual Disability (ICF/IID). This amendment was discussed at the April 29, 2025 Tribal Consultation meeting.
In addition, OHCA is proposing a minor revision to the State Plan to remove detailed tracheostomy criteria for high acuity nursing facility residents. This change is intended to streamline language and align with CMS guidance to reduce unnecessary detail in the plan. The criteria remain unchanged and are already addressed in OHCA rules. This update will be submitted alongside the QOC rebasing SPA for SFY26.
