Oklahoma Health Care Authority Announces Melissa Miller as State Medicaid Director and Deputy Chief of Staff
Oklahoma City, OK – Oklahoma Health Care Authority appoints Melissa Miller as state Medicaid director and deputy chief of staff. Miller brings extensive experience in public service and health policy leadership, having served in state government health care roles throughout her career.
She most recently served as chief of policy and provider regulation at the Oklahoma Department of Mental Health and Substance Abuse Services, where she worked closely with OHCA to implement significant policy changes for behavioral health services within the SoonerCare program.
“Melissa’s leadership and deep understanding of Oklahoma’s health systems make her a tremendous asset to OHCA,” said Clay Bullard, OHCA chief executive officer and chief cabinet advisor of health and mental health. “Her experience in behavioral health, provider engagement and program innovation will strengthen our efforts to deliver high-quality, accessible care across the state.”
Miller previously served as assistant director at the Oklahoma State Department of Health, where she managed health policy initiatives, and at the Center for Learning and Leadership at the University of Oklahoma Health Sciences Center, where she oversaw programs supporting individuals with developmental disabilities and their families. She has a bachelor’s degree in social work from Anderson University and a master’s degree in social work from the University of Oklahoma.
Miller will oversee the administration and strategic direction of SoonerCare, guiding policy implementation, managing program performance and collaborating with state and federal partners to improve the health of more than one million Oklahomans.
