OHCA names Josh Richards as Chief Financial Officer
The Oklahoma Health Care Authority announces Josh Richards as the agency’s new chief financial officer. With more than 20 years of public service experience, Richards has demonstrated leadership in financial operations, program integrity and auditing. Richards will oversee the agency’s financial strategies, budgeting and fiscal policy implementation.
Richards served as the senior director of financial services at OHCA, where he was responsible for fiscal operations, financial accounting and reporting. He previously spent eight years leading OHCA’s Program Integrity Unit, ensuring compliance and oversight of agency financial practices. Prior to coming to OHCA, he spent 14 years with the State Auditor and Inspector’s Office, reinforcing his expertise in fiscal responsibility and accountability.
“Josh’s extensive experience makes him a valuable leader for OHCA,” said Ellen Buettner, OHCA chief executive officer. “His deep understanding of the agency’s financial landscape will be instrumental in ensuring the continued success of our programs and services for Oklahomans.”
Richards earned a bachelor’s degree in accounting from the University of Central Oklahoma and has been a Certified Public Accountant since 2008.
“I am honored to step into this role and continue serving the people of Oklahoma,” said Richards. “OHCA plays a vital role in delivering quality health care services, and I look forward to leading our financial operations with transparency, accountability, and a commitment to excellence.”
