OHCA Announces New General Counsel

Oklahoma City, OK – The Oklahoma Health Care Authority (OHCA) has selected Kara Smith, Esq. to serve as the agency general counsel. 

As general counsel, Smith will lead and direct the legal services division. This direction will focus on goals related to health care delivery, innovation and payment reform to improve outcomes, contain costs and ensure program accountability and sustainability. She will contribute legal recommendations and counsel to the executive leadership team as well as the board of directors on the agency’s regulatory and compliance efforts, potential challenges and strategic direction.

“It is important to me to be of service to others, and I cannot think of a better way to serve than to apply my talents and skills in a way that contributes to OHCA’s vision and mission of improving the delivery of quality health care to our members,” said Smith. “I am excited to lead and develop our legal team in a manner that innovatively, responsibly and diligently meets the needs.”

Smith was previously the Chief Assistant Attorney General of the Office of Civil Rights Enforcement Unit within Oklahoma Attorney General Mike Hunter’s office. She was an adjunct Professor of Law at Oklahoma City University School of Law. In 2002, she received her J.D. from Oklahoma City University School of Law.
