Jack McCoy

Jack McCoy retired in 2024 after 42 years in law enforcement. He started his career in 1982 with the Broken Arrow Police Department and in 1986 was accepted into the Oklahoma Highway Patrol’s 42nd Academy. He retired after 38 years with the Patrol at the rank of Lieutenant Colonel. He is a distinguished graduate of Session 259 of the Federal Bureau of Investigation’s National Academy in Quantico, VA.
During his tenure with the Patrol as a Trooper and a Lieutenant, Jack served in many capacities. He was a Field Training Trooper and a Field Training Supervisor; he was an adjunct instructor in numerous Patrol Academies and an Assistant Commandant.
In 2003, Jack was promoted to Captain and served stints as the Troop Commander of Troop B (Tulsa) and Troop L (Vinita). He also had an additional duty of Commander of the Patrol’s Emergency Response Team (ERT) and Emergency Medical Service Unit (EMSU). He was responsible for the teams receiving advanced training in mobile field force operations, dignitary protection and wilderness search and rescue.
In 2013, Jack was promoted to Major and served as the Zone Commander over numerous field troops and the Capitol Complex. He also served on the Oklahoma Hazardous Material Response Committee (OHMRC) with the Department of Environmental Quality; was the Department of Public Safety’s liaison with Oklahoma Emergency Management; worked with the Department of Health in securing and distributing supplies for the Strategic National Stockpile; and served as the Patrol’s Incident Commander during the pipeline protest of 2018, the protest at the Capitol in 2019 and the State’s civil unrest in 2020.
In 2022, Jack was promoted to Lieutenant Colonel and was assigned as Deputy Chief of Special Services until his retirement in 2024.
Jack and his wife Barbara have been married for 37 years and have served their community through various ministries.
