CHIRP FAQs


CHIRP is OSBI’s Criminal History Information Request Portal.  It is an online system where you can request criminal history records and view the results of the requested searches. The fees are listed below.  You will be notified via email when your results are ready to be viewed.    Anyone with an email address can create a CHIRP user account.

OSBI criminal history records are built from finger-print based arrest and conviction data for serious misdemeanors and felonies from the State of Oklahoma, based on subject similarity to the identifiers provided.  Searches of the Oklahoma Department of Corrections Sex Offender and Violent Offender Registries are also available through CHIRP.  CHIRP does not provide criminal history information from other states or driving records.

You will need a credit card, debit card, or checking account to pay and the first and last name, date of birth and social security number (optional) of the person you want to search.  CHIRP will search three (3) years before and after the date of birth for possible matches.  You can also include up to three (3) aliases at no additional charge.  Alias names include maiden names, previous married names, and nicknames.  Social security numbers, if provided, will result in a more thorough search.  You can also include the subject's gender and race.

Go to the CHIRP online portal at chirp.osbi.ok.gov to navigate to the CHIRP Welcome Screen.  

  • Click on Register as a new user
  • Complete the required fields then,
  • Click on Register New Account
    •  It is important that you provide a valid email address.  Users are notified via that email when their results are ready and available to view.  
  • After you click on register new account the message displayed on the screen will say Account not activated.
    • At this point, go to the email account you used when setting up your CHIRP user account (leave CHIRP window open).  Find the email from CHIRP@osbi.ok.gov and click on the link provided to confirm your account.  You should then see the message "Account Confirmation. Thank you for confirming your account.  Click here to login" on the CHIRP window. 
    • Click the link underlined which will take you to the log in screen where you will enter your email and password.   

On the CHIRP log in screen there is a link "Forgot your password?"

  • Click the forgot your password link and enter the email you signed up with then,
  • Click the Request Email Code button.
  • Check your email for a reset password link from CHIRP@osbi.ok.gov.  Click on the link provided in the email, enter your new password and click Reset.

Click Create New Search to get started. Enter the first and last name, date of birth and social security number (optional) of the person you want to search.   Required fields are marked with an asterisk*.  CHIRP will search three (3) years before and after the date of birth for possible matches.  You can also include up to three (3) aliases at no additional charge.  Alias names include maiden names, previous married names, and nicknames.  Social security numbers, if provided, will result in a more thorough search.  You can also include the subject's gender and race. Select one or more search types.  You can also request multiple searches at a time by using CHIRP’s batch search feature.  Click Submit.

You will be taken to your cart where you can review, edit, add to, or remove items from the cart.  Note that any alias names you requested will appear on a separate row from the primary name.  To remove or edit an alias, click on the Edit icon of the primary name to make changes.  You may need to scroll down to see the blue action buttons under the cart.

At the bottom of the search request screen, click the link to Create Batch Search Request.  Select a file to upload by clicking the Browse button, then click Upload New Batch File button.  If your files does not include a header row make sure to check the box File does not include header row.  There are instructions and template files available by clicking on one of the links under File Instructions and Template files.

Review, correct, or exclude searches from your uploaded batch file, then click the Add to Cart button.  The list will start with Row 2 if your file has a header row.  It will start with Row 1 if it does not.

If there are errors in your batch file, CHIRP will let you know.  You will get an error message, a brief description of the error, and the fields in error will be outlined in red.  You can check the box to Exclude or fix the error in the cart itself.

You can pay by Visa, Mastercard, American Express, Discover, or by using your checking account.  NOTE:  If you conduct searches on a regular basis, you may consider becoming a billing customer.  Click How to Become a Billing Customer FAQ below to learn more.

Once you have reviewed the searches in your cart and are ready to proceed, click on the Pay button.

Once you click Pay, you will be directed to a payment site.  Complete the Payment Information on the payment site and click continue, you will be asked to verify your payment information.  If everything is correct, click Process Payment to complete your transaction. Remember, fees are non-refundable.

Only hit the PROCESS PAYMENT button once. To avoid duplicate billing, please do not click the REFRESH or BACK button on your browser during this process. Please allow up to 60 seconds for this transaction to finish.

Before you click the “Process Payment” button, be sure to check over your transaction.  All Fees are non-refundable.

After you have successfully paid for your search, you will be returned to CHIRP.

The receipt will be sent to you at the email address you provided on the payment site. You will NOT get a receipt on the screen.  If you do not provide a valid email address, you will not receive a receipt.

The charge will appear as OK STATE BUREAU OF INV on your bank or credit card statement.  After payment has been completed, you will be returned to CHIRP.

*If you receive an error message DO NOT pay again until you verify that you were not charged already.

When your search is completed you will receive an email at the email address provided in your CHIRP user account. You may view the status of all submitted searches anytime by logging in, clicking Criminal Records, then Search Results.

After successful payment, click on View Search Results.  (You may view the status of all submitted searches anytime by logging in, clicking Criminal Record Searches, then Search Results.)

While your search is processing, the Search Status will be Pending.

You will receive an email at the email address provided in your CHIRP user account letting you know when your criminal record check is ready.

Once your search request has finished, the ‘Search Status” will change to “Completed” if the search resulted in no matching candidates. You will be able to see your results by clicking View Result. If the Search Status is Ready and the Action is Select Candidate, click Select Candidate.  You will see list of possible matches.  If you see your candidate, click the box in the select column in the row of that candidate and then click Save. If you don’t see your candidate click Select NO Candidate. You will see this warning (click link here to see example).  Be sure to read carefully!

If you select Continue your result will contain the following message in red text:

NONE OF THE CANDIDATES PRESENTED AS POSSIBLE MATCHES WERE SELECTED BY THE CHIRP REQUESTOR.  THIS DOES NOT CONFIRM OR DENY THE EXISTENCE OF AN OSBI CRIMINAL HISTORY RECORD FOR THE NAMED SUBJECT.

If this is for employment, licensing or other purpose that requires OSBI verification consider selecting Request OSBI Verification. OSBI will review the search and return a record or no record result during normal business hours (8:30am to 4:30pm Monday through Friday).

You may submit a criminal record check request at any time.  Because this is a name-search, the system identifies possible matches based on similarity to subjects in OSBI’s criminal history database.  Possible matches may require OSBI review.  OSBI searches with no possible matches are returned within minutes. Searches requiring OSBI review, including all searches of the Department of Corrections Sex Offender and Violent Offender Registries, will be conducted by OSBI Staff during normal business hours (Monday through Friday, 9:00 AM - 4:00 PM, excluding holidays).

Click on the View Result link under Action.  You will get a pop-up asking if you want to open or save the results.  You also have the options to Save, Save As, or Save and Open.

It is suggested that you save your results to your computer, results are only available for 60 days and will expire after that.  If you wish to resubmit the search after 60 days you will be charged again.

You can use CHIRP’s Advanced Lookup feature to find a particular search by name, date range, or a range of searches, etc. of the paid searches you have previously conducted.  Enter one or more of the criteria you wish to look up and click the Lookup button.

You can also export any or all of your searches to an Excel spreadsheet.  Click the Export Search Details to Excel link, you will get a pop-up message asking if you want to open or save the spreadsheet.  You have the options to Open, Save, Save As, or Save and Open.  

After 60 days, the ‘Search Status’ will change to “Expired” and you will have the option to Resubmit Search.  Be sure to save the search result to your computer while it is available.  If you resubmit your search request, you will be charged again.
