APA WF# 24-26A&B Developmental Disabilities Services Revisions - The proposed revisions seek to update Developmental Disabilities Services (DDS) rules to align with the amendments to the DDS 1915(c) Home and Community Based Services (HCBS) waiver programs that were approved by the Centers for Medicare and Medicaid Services (CMS), effective July 1, 2024. The proposed revisions will add the diagnosis of Global Developmental Delay as an acceptable diagnosis for admission to a DDS HCBS waiver for individuals under 6 years of age and clarify that a diagnosis of intellectual disability (ID) is based on Social Security Administration criteria for ID. Other revisions will remove the requirement for authorization of community transition services to be issued for the date a member transitions. Additionally, revisions will add a new residential service to be provided to members in custody of OKDHS and adult members with extensive behavioral support needs that cannot be safely met with current available support. Finally, revisions will also permit legally responsible individuals to serve as a Habilitation Training Specialist to individuals for whom they are legally responsible.
