OK SPA 24-0001 Behavioral Health Workforce and Case Manager Qualifications

The Oklahoma Health Care Authority (OHCA) will seek approval of a State Plan amendment to streamline behavioral health workforce credentialing. The proposed changes include the incorporation of Family Support Providers (FSPs) as certified Peer Recovery Support Specialists (PRSS). Additionally, the proposed SPA modifies the qualifications for case managers I and II (CMI and CMII) in order to reduce critical behavioral health workforce shortages. The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) is proposing Case Manger I (CM) certification as the new basic requirement for Behavioral Health Aides (BHAs) and adds alternative qualifications for a Case Manger II, other than a college degree. This would allow multiple career pathways through work experience and/or college credit to increase the workforce and availability of qualified case managers.
