OHCA Selects Two Dental Contracted Entities to Serve Oklahoma Medicaid Members

Oklahoma City, OK – The Oklahoma Health Care Authority has selected two qualified dental contracted entities, also known as Dental Benefit Plans (DBP), to execute the dental component of OHCA’s comprehensive delivery system reform, called SoonerSelect, for certain SoonerCare members.

The selected dental contracted entities are DentaQuest and LIBERTY Dental.

“The selected dental contracted entities have proven records of increasing oral health outcomes,” said Secretary of Health and Mental Health and OHCA CEO Kevin Corbett. “We expect that providing high-quality services specifically to meet the dental needs of SoonerCare members will ultimately improve overall health outcomes in Oklahoma and create positive social and economic benefits for SoonerCare members.”

The DBPs will implement comprehensive care coordination strategies for members, which will redirect members from using emergency department services, increase preventive care and reduce the need for high-cost restorative procedures, and improve provider and specialist networks.

“Through the DBPs, we will be able to better encourage and coordinate preventive care for SoonerCare members,” said State Medicaid Director Traylor Rains. “Currently, SoonerCare members are not utilizing the preventive care benefit to its fullest capacity. Members tend to delay treatment until they’re in pain and need more complex care. DBPs will incentivize members to engage in preventive care, avoiding more costly restorative services and improving overall oral health.”

The contracts were competitively bid and were selected after a technical evaluation and oral presentations. The contracts are for an initial term through June 30, 2025, with five optional oneyear extensions at the discretion of OHCA. Agency staff will spend the next several months working with the contracted entities to ensure a smooth transition for SoonerCare members and will continue to oversee the DBP plans to ensure a high-level of care for members.
