Title I, Part A
Title I, Part A funds are federal dollars awarded to states under the Elementary and Secondary Education Act (ESEA). Title I, Part A funds supports schools in providing all students with a fair, equitable, and high-quality education, with a focus on improving academic achievement for students who are economically disadvantaged. Through federal funding, local education agencies (LEAs) and schools use Title I resources to strengthen instructional programs, provide additional academic support, and help ensure every child has the opportunity to meet state academic standards.
In Oklahoma, LEAs are commonly referred to as districts.

Comprehensive District Academic Plan (CDAP)
The plan prescribed in section 1112 of the Elementary and Secondary Education Act (ESEA) serves as the local educational agency's district level plan. Oklahoma refers to this plan as the Comprehensive District Academic Plan (CDAP). To receive Title I, Part A funds, LEAs must submit the CDAP to the Oklahoma State Department of Education (OSDE). The CDAP is submitted as a part of the ESEA Consolidated Budget Application on the Grants Management System (GMS). The CDAP outlines how the LEA will use federal funds to help disadvantaged students meet state academic standards.

School Program
Title I, Part A is a school site based program. Each school site that receives Title I, Part A funds will operate using one of the following programs.
Paraprofessionals
Individuals hired to provide instructional support in a school site that is supported by Title I, Part A funds must have the appropriate credentials.
Tier I Credentials
1. Possess a high school diploma or other recognized equivalent; and
2. One of the following -
- Completed two years of study at an institution of higher education (no less than 48 hours of college coursework), OR
- Earned an Associates Degree (or higher), OR
- Passing score report for the Oklahoma General Education Test (OGET), OR
- Passing score report of 455 for the ParaPro Assessment (on or prior to August 31, 2026), OR
- Score report demonstrating passing the ACT WorkKeys Assessment with a bronze level or higher, OR
- Passing score report of at least 332 on the reading and writing and a score of 334 on the mathematics sections of the ParaPathways Assessment.

Foster Care
Each LEA that receives Title I, Part A funds must have a Foster Care Plan that provides information for how the LEA will ensure educational stability for children in foster care by minimizing disruptions to their learning when they enter or change foster care placements.
Consolidation of Funds (school level)
Schools sites operating under a Title I, Part A Schoolwide Program may consolidated most federal funds awarded under the Elementary and Secondary Education Act (ESEA).
