Title I, Part D
Supports educational services for children and youth who are neglected, delinquent, or at risk of dropping out of school. The program helps ensure students in state-operated institutions and locally operated correctional facilities have access to high-quality education, transition services, and academic support that promote successful reentry into school, employment, and community life.

Annual October Student Count
Each October, the Oklahoma State Department of Education (OSDE) invites local educational agencies and state agencies to collect data for students that have been identified as either neglected or delinquent. The data will be submitted to OSDE in November. The student counts are then sent to the United States Department of Education (USDE) to determine an allocation for the State of Oklahoma for the following fiscal year. Additionally, the data collected from the Annual October Student Count is used to determine within state allocations to eligible LEAs and State Agencies.
