The Elementary and Secondary Education Act (ESEA) requires public local educational agencies (LEAs) to provide "equitable services" to eligible nonpublic school students, teachers, and families. Services are federally mandated to be secular, neutral, and supplemental. Nonpublic schools do not receive federal funds directly.
ESEA Programs
- Title I, Part A: Supplemental academic services and instruction for low-achieving students residing in participating public school attendance areas.
- Title II, Part A: Professional development and training opportunities for teachers and principals.
- Title III, Part A: Language instruction for English Learners (ELs) and immigrant students.
- Title IV, Part A: Support for well-rounded educational activities, safe and healthy schools, and effective use of technology.
ESEA requires state educational agencies (SEAs) to designate an Ombudsman to monitor, enforce, and facilitate the provision of equitable services to nonpublic school students and teachers. The Ombudsman serves as the primary point of contact to ensure these schools receive services comparable to public schools.
