Title V, Part B: Rural Education Achievement Program (REAP)
The Title V, Part B Rural Education Achievement Program (REAP) supports the unique needs of small, rural, and low-income local educational agencies (LEAs) by providing flexible federal funding to help improve student academic achievement. Eligible LEAs may access REAP funds by meeting established eligibility and application requirements.
REAP includes two grant programs:
Small, Rural School Achievement (SRSA)
The SRSA program provides funding flexibility for eligible small, rural LEAs through the Alternative Fund Use Authority (AFUA) under Section 5211(b) of the Elementary and Secondary Education Act (ESEA). AFUA allows LEAs to redirect Title II, Part A and Title IV, Part A funds to support allowable activities under Title I, Part A; Title II, Part A; Title III, Part A; and Title IV, Part A (Student Support and Academic Enrichment) and Part B (21st Century Community Learning Centers), helping districts address local priorities and student needs more effectively.
Rural and Low-Income School (RLIS) Program
The RLIS program provides financial assistance to rural LEAs serving high concentrations of low-income students. The program supports initiatives designed to improve student achievement and address local educational needs. RLIS is a non-competitive grant program established by statute. Funds are awarded annually to state education agencies (SEAs), which distribute subgrants by formula to eligible LEAs.
