CTSC delivers quality training that promotes and enhances Oklahoma’s workforce and consistently  provides a provable return on investment for Oklahoma taxpayers.

The statewide CareerTech Skills Centers system serves an average of 1,100 students annually, offering full-time programs and short-term training at 16 sites housed within DOC facilities. CTSC provides oversight for the state’s secondary dropout recovery programs.

Employer Incentives

Work Opportunity Tax Credit

This program allows an employer to receive a tax credit of up to $2,400 for hiring an individual within one year of release from incarceration.

This program is sponsored by the U.S. Department of Labor and is administered by the Oklahoma Employment Security Council.

Federal Bonding Program

The Federal Bonding Program provides employers with a free, six-month, $5,000 insurance policy available through the Oklahoma Employment Security Commission and sponsored by the U.S. Department of Labor.

In fiscal year 2023, 94% of Skills Centers program completers gained employment. The average hourly wage of offenders completing Skills Centers programs was $14.65. The average hourly wage of an entry-level journeyman was $20 to $24. The average hourly wage of a skilled journeyman in an apprenticeship program was $25 to $30. Skills Centers provided a return on taxpayer investment of $3.60 for every dollar spent. 1,100 students on average are served annually by CareerTech Skills Centers
