Matt Stillwell Bio
Matt Stillwell is the State’s Coordinator for Oklahoma’s Statewide Sexual Assault Tracking System designed to track all sexual assault kits purchased and/or distributed by the OSBI and used to collect evidence of sexual assault. Mr. Stillwell provides training to users of the Tracking System, manages all user log-in/passwords, serves as the Management Information Systems professional, and provides the logistical support of the State’s standardized sexual assault evidence collection kit.
Mr. Stillwell accepted employment with the OSBI in 1994 as a Criminalist where he performed analyses and provided expert testimony on drugs and alcohol in hundreds of Toxicology cases. In 2013, he was promoted to Technical Manager of the Toxicology Section to oversee the quality assurance program including maintaining ANSI-ASQ National Accreditation Board (ANAB) and ISO/IEC 17025 Forensic Science Testing Accreditation Requirements. During his tenure in forensic toxicology, Mr. Stillwell was certified as a forensic toxicologist by the American Board of Forensic Toxicology. He was an active member of the Society of Forensic Toxicologists and the International Association of Forensic Toxicologists. In addition to his professional memberships, Mr. Stillwell was actively involved in the accreditation of forensic laboratories as a technical assessor for ANAB.
A native of Oklahoma, Mr. Stillwell received his undergraduate degree in Chemistry from Southwestern Oklahoma State University and his graduate degrees in Forensic Toxicology and Criminal Justice from the University of Florida and the University of Central Oklahoma, respectively.
