Supplementary materials are instructional resources that support instruction in a subject or specific standards but are not reviewed or approved by the State Textbook Committee. 70 O.S. § 16-111.1
Comprehensive vs. Supplemental Materials
Comprehensive Materials
Materials designed to provide the primary instructional program for a subject, course, or grade level. Materials rated “Exemplifies Quality” or “Approaching Quality” through the state review process are included on the state-approved list. State textbook funds are intended to be spent on comprehensive instructional materials approved by the State Textbook Committee and listed on the Approved Titles page.
Supplemental Materials
Materials that support or enhance instruction but are not intended to serve as the comprehensive instructional program. Supplementary materials are not reviewed or approved by the State Textbook Committee.

Publishers submitting exclusively supplemental materials for the 2026 Adoption Cycle may submit materials using this form.
