Sexually transmitted infections (STI) are infections that can be passed on from one person to another during sexual contact. They are caused by a variety of organisms including bacteria, viruses, protozoans and parasites.

The Cleveland County Health Department provides free and confidential testing, evaluation, health education and treatment of the following STI’s:

• Gonorrhea
• Chlamydia
• Syphilis
• Human Immunodeficiency Virus (HIV)

If you have symptoms of an STI or suspect you may have been exposed, please make an appointment at the Cleveland County Health Department.

Sexual Health and Harm Reduction Service

The mission of the Sexual Health and Harm Reduction Service (SHHRS) is to protect and promote the public’s health by intervening in the transmission of Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STIs) and Hepatitis. The service concentrates its efforts in three areas: prevention and intervention - to prevent the spread of disease; care delivery - to connect those living with the disease to the care they need; and surveillance and analysis - to review data and develop plans to control the spread of disease and prevent future outbreaks.

We offer immunizations for children as well as select immunizations for adults. Some immunizations may require a minimum fee to protect individuals from serious communicable diseases.

Cleveland County staff identify and treat tuberculosis patients and ensure appropriate measures are taken to prevent the occurrence and transmission of tuberculosis.

Tuberculosis Skin Tests Now Available at the Cleveland County Health Department:

• There is a $15.00 charge for those that require a TB skin test for work or school.
• TB skin tests are offered on Mondays and Tuesdays by appointment only.
• Please note clients must return in 48 to 72 hours to have their TB skin test read and to receive proper documentation.

Family Planning helps prevent unplanned pregnancies. We help families and individuals to plan and space their children. These services are available to both men and women.

Services for females include:

Child Health Services, offered by Advanced Practice Nurses (APRNs), provide well-child care and treatment for minor acute illnesses for ages 0-18 at both offices of the Cleveland County Health Department.

Child Heath Services include well-child exams, sick child visits, immunizations, physicals, car set checks and installations, community health worker resources and referrals to health department programs.

Learn how to install your child’s car seat or booster seat.
Nationally certified child passenger safety technicians are available to check/install car seats and teach caregivers how to properly install car seats.

Free car seats/booster seats available for those who qualify financially.
A limited number of free car seats and booster seats are available to those who qualify. Service available by appointment only. Applicant must provide proof of government assistance (i.e., WIC, SNAP, SoonerCare, etc.) The child, parent/legal guardian of the child, and vehicle MUST be present at appointment to receive a seat.

Birth Partners of Cleveland County is now offering doula services at no cost for qualifying clients. You may be eligible to participate if you are between 12-35 weeks pregnant, willing to complete free childbirth education classes and are interested in receiving pregnancy, labor and birth support. See if you qualify and to sign up to receive more information.

Doulas are trained to provide physical, emotional, and informational support to a mother before, during, and shortly after childbirth to help her achieve the healthiest, most satisfying birth experience possible. Our doulas are DONA trained professionals, able to assist you in partnership with your medical provider.

Your Birth Partners Will:

• Meet with you for 2-3 prenatal visits
• Provide continuous labor and birth support
• Meet with you for 2 postpartum visits 
• Connect you with resources, as needed
• In addition to free birth support, clients will receive:
• Free Childbirth education classes
• Available infant care items
• Breastfeeding support

Community Health Workers (CHWs) connect clients to services that address their specific needs. Resources can be offered through health department programs and community assistance services.

As an extension of the local county health department, mobile wellness units, are utilized to connect people to health services in various settings throughout Cleveland County. Mobile Wellness Units may be utilized by the general public, organizations, agencies or business for their employees, or individuals needing home-bound services.

Mobile Wellness Unit services include:

• Health screenings and wellness checks – Cholesterol, InBody scans, blood pressure, vision/hearing
• Physical health exams – physicals approved for schools, band or sports
• Immunizations – COVID-19, flu, Tetanus, MPOX

No person shall work, or permit any other person to work in a bakery, cafe, meat market, restaurant, or other place where food is handled or served, whether for compensation or not, unless that person possesses a current and unrevoked permit from the health officer. (Ord. No 0-7475-8)

Moore
SECTION 8-604 FOOD HANDLER'S PERMITS
A.   It is unlawful for any person who operates a food service establishment or any place selling open and prepared foods in the city to hire, or permit to be hired, or permit to work gratis, any person who does not possess a current and unrevoked permit approved by the health officer.
B.   It is unlawful for any person to work in any food service establishment or any place selling open and prepared foods in the city who does not have in his or her possession a current and unrevoked permit approved by the county.

• The process for opening a new establishment is the same for all varieties of business, whether you plan to open a full-service restaurant, food truck, hotel, bar, or shop selling only pre-packaged items.   
• If you plan to open a public bathing place (e.g., pool, hot tub) you will need to follow a different set of steps.  More information about public bathing places can be found here.

Steps to Licensure

• Before construction, remodel, or a change of ownership even begins, contact one of the sanitarians by calling the Norman office of the Cleveland County Health Department at (405) 321-4048. We can answer any questions you may have and ensure that you have all the forms you need.
• The next step is to complete the Plan Review Application and return it completely filled out with all supporting documents. One of the main delays in reviewing a set of plans is missing information, so if you are unsure of what we will need please do not hesitate to contact us. A $425 Plan Review Application fee will also need to be turned in at this time.
• After reviewing the application, a sanitarian will be in contact with the applicant to let them know of any deficiencies to be corrected. The sanitarian will then work with the applicant on scheduling licensing inspections.
• If you are within the city limits of Norman or Moore, the workers may be required to hold food handler cards. Please see above for more information on who needs a card and how to get one.

  • According to Oklahoma State Health Department Rule 310:257-15-12, a person shall not operate a food service establishment without a valid license or temporary operating permit issued by the Health Department. A food establishment includes any business selling food, from a full-service restaurant to a store that only sells pre-packaged items. View food service establishment rules and regulations.
