Driver Licenses & ID Cards
Whether you're managing a standard Driver License, a Commercial Driver License (CDL), or a State ID, we’ve outlined the steps to help you stay compliant.
License Renewal (Active Duty Military)
Extension of Driver License for Military Personnel, Civilian Contractors, or their Dependents
If you are:
- On active duty with the U.S. Armed Forces, or
- Working as a civilian contractor with the U.S. Armed Forces, or
- The dependent of one of the above
and you are living outside of Oklahoma with a valid Oklahoma driver license, your license will not expire while you're away. This extension remains in effect for the entire time you're on active duty or employed as a contractor, plus an additional 60 days after you return to Oklahoma.
Early Renewals for Driver Licenses, Commercial Driver Licenses, & State IDs
If your license is scheduled to expire when you are deployed or stationed outside Oklahoma, Service Oklahoma encourages you to renew before you deploy or move. Oklahoma drivers may renew a license up to 12 months prior to the expiration date printed on the license. See below on how to renew online or by mail.
Online Renewals & Replacements
You may renew or replace online through SOK Online. Replacement orders may be made any time if you lose your license or if your address changes. This option is not available for non-U.S. citizens who must follow different procedures.
Renewal by Mail
Service Oklahoma offers Active Duty Military Personnel, Civilian Contractors, and their Dependents the option to renew or replace your driver license online or by mail. This option is not available for non-U.S. citizens who must follow different procedures.
If you are living outside Oklahoma with a valid Class D driver license, you can renew or replace your license online or by mail up to three consecutive times as long as you are a U.S. Citizen and no major changes are needed (like a name change).
Address Change
Keeping Your Oklahoma Residency
To update the address on your Oklahoma credential, you must provide an Oklahoma address to maintain in-state residency.
Moving Out of State
If you are moving and cannot provide an Oklahoma residential address, please refer to your new state's Department of Motor Vehicles for more information.
Veteran Designation
To honor and recognize veterans, Service Oklahoma offers the option to include a flag emblem and the word "Veteran" in the upper left-hand corner of driver licenses and ID cards.
- When applying for or renewing your driver license or ID card, you can request the veteran emblem.
- You must have documentation showing your veteran status.
- Examples include: a previous Oklahoma credential with the veteran flag on it, Form DD-214 or DD-215, 100% disabled veteran card, Veteran ID, National Guard (NG) Form 22 or Form 23 discharge form with "honorable" or "general with honorable conditions", or the Veteran Health Identification Card (VHIC) from the U.S. Veteran Affairs
Military service members and their families who live and drive in Oklahoma, may do so with a valid out-of-state driver license.
Address Change
Claiming Oklahoma Residency
To change your residency and Driver License to an Oklahoma credential, you must provide an Oklahoma address to claim in-state residency. This transaction must be done in person.
If your Driver License has been expired for any period, you will also need to provide military orders confirming that you were stationed elsewhere.
Keeping Your Out of State Residency
If you are moving to Oklahoma but keeping your previous state's residential address, please refer to your state's Department of Motor Vehicles for more information.
Veteran Designation

Name changes must be done in person.
If your name is different from the primary identification documentation which is presented (due to adoption, marriage, divorce, court-ordered name change), or is not the same on all your documents, you must provide additional documents with legal proof of every name change. If immigration documents are presented, the customer must provide proof of the updated name change with USCIS or SAVE.
Each document must be an original or a certified copy. Notarized documents are not accepted. Please provide one (1) document from the list below for every name change from your Section 1 document to your current name:
- Valid, unexpired U.S. Passport
- An official government-issued marriage certificate/license
- Consular Report of Birth Abroad
- Valid, unexpired Permanent Resident Card
- Naturalization/Citizenship Certificate
- Valid, unexpired Employment Authorization Card
- Valid, unexpired foreign passport with a valid U.S. visa and valid I-94 issued by DHS. Other USCIS documents may be required depending on your status (DS-2019, I-20, etc.).
- An official divorce decree
- A court-ordered name change
- Valid, unexpired REAL ID from another state
- Valid, unexpired U.S. Department of Defense ID, including IDs issued to dependents (military ID)
You must present your lawful presence documentation in-person for each renewal or replacement service.
Each document must be an original or a certified copy. Notarized documents, in addition to Pending or Approval applications, are not accepted.
As proof of identification and proof of lawful presence in the United States for a foreign national or legal permanent resident alien, you must provide one of the following:
- Valid, unexpired I-551 Resident Alien/Permanent Resident Card
- Valid, unexpired I-766 Employment Authorization Card
- Valid, unexpired foreign passport with a valid I-94 card issued by the U.S Department of Homeland Security (DHS) or Immigration (USCIS) Stamp
- Other USCIS documents may be required depending on your status (DS-2019, I-20, etc.)
Legal Presence or Lawful Status Requirement
You will be asked to present your lawful presence documentation for each renewal or replacement service.
Note: The above does not contain the full list of approved documents. For more information on approved documents for legal presence or lawful status, visit Oklahoma Administrative Rules Title 670:15-1-3.
Each document must be an original or a certified copy. Notarized documents are not accepted.
- A letter of proof of 100% disability compensation from the U.S. Department of Veteran Affairs
- Your Sales Tax Exemption Card
Pricing Notice
If you are able to provide any of the above, 100% Disabled Veterans are eligible to receive a Driver License, Commercial Driver License, or State ID at no cost.
Note: Commercial Driver Licenses are regulated under FMCSA. The above may not apply.
Motor Vehicle
From license plates to titles and registrations, we provide the resources to keep your vehicles properly documented, wherever you're stationed.
If you are an active-duty service member or civilian contractor stationed outside of Oklahoma, you can maintain your Oklahoma vehicle registration without penalties or complications.
Registration Renewal (Active Duty Military)
Oklahoma allows active service members and their dependents to renew their vehicle registration by mail even if they are stationed out of state. This process ensures that you can keep your registration current without needing to return to Oklahoma.
What You’ll Need:
- Your renewal notice (includes vehicle insurance and additional details)
- Active duty orders or a signed statement from your commanding officer
- Payment: $29.16 (includes registration fee, mail fee, and insurance fee)
How to Renew by Mail:
- Download and complete the 779: U.S. Armed Forces Affidavit form.
- Fill in your vehicle details and follow the instructions to complete the renewal.
- Mail to: Service Oklahoma at P.O. Box 26940, Oklahoma City, OK, 73136
- Your new registration and sticker will be mailed to the address you provide, whether it’s your Oklahoma home address or an out-of-state mailing address.
Insurance Requirements
To maintain your Oklahoma vehicle registration, you must have valid insurance that meets Oklahoma’s minimum liability requirements, regardless of your current location. Ensure that your out-of-state insurance policy is compliant with Oklahoma’s standards to avoid penalties.
Returning to Oklahoma
If you’ve kept your vehicle registration up-to-date while stationed out of state, no additional steps are required when you return to Oklahoma—you can continue to operate your vehicle as usual.
Penalty Exception:
If your registration expired while you were stationed out of state or overseas, you may qualify for a penalty exemption. Provide a copy of your active-duty orders when renewing to waive any late fees. Visit Service Oklahoma or your local Licensed Operator (tag agency) to update your registration and ensure a smooth transition as you settle back into Oklahoma.
If you are a military service member or civilian contractor moving to Oklahoma and bringing a vehicle registered in another state, Service Oklahoma makes the transfer process straightforward and hassle-free.
Steps to Transfer Your Out-of-State Vehicle Registration
You have 30 days from establishing Oklahoma residency to transfer your vehicle to Oklahoma, if you choose to do so.
To transfer your vehicle registration to Oklahoma, bring the following to your visit:
- Current and Valid Identification
- Out-of-state title (signed by the owner or lienholder)
- Proof of insurance that meets Oklahoma’s minimum liability requirements
- Lien release (if applicable)
- Form 701-6 Application for Oklahoma Certificate of Title
- 779 - US Armed Forces Affidavit Form
- If you are still financing your vehicle, contact your lienholder to request they send the title directly to Service Oklahoma.
Have a Vehicle Title or Obtain an Oklahoma Vehicle Title
You may keep the vehicle registration from your established state of residency or obtain an Oklahoma title for your vehicle before registering it.
Vehicle Identification Number (VIN) Inspection
- A VIN inspection is required to verify the vehicle’s identification. This can be done at most tag agencies or a law enforcement office in Oklahoma.
Pay Registration and Title Fees
- Vehicle registration and title fees will vary based on the age of the vehicle, vehicle type, and other factors. Service Oklahoma’s online fee calculator can help estimate the costs.
Receive Your Oklahoma License Plate
- Once your title and registration are processed, you will receive Oklahoma license plates. Be sure to remove your out-of-state plates and replace them with the new Oklahoma plates promptly.
Exemptions
Active-duty service members stationed in Oklahoma are not required to transfer their vehicle’s registration if it is currently registered in another state. However, those who choose to register their vehicle in Oklahoma must follow the outlined process and provide the 779 Form, which states "the qualifying service person must be either a resident of, or assigned to duty in, Oklahoma". Military members and their dependents can maintain residency in another state while stationed in Oklahoma.
Additional Requirements
- Insurance: Your vehicle must be covered by insurance that meets Oklahoma’s minimum liability standards, regardless of where it was previously registered.
- Emissions Testing: Unlike some states, Oklahoma does not require emissions testing for vehicle registration.
Important Considerations
- Sales Tax Credit: If you paid sales tax an a newly purchased vehicle in another state, you may be eligible for a tax credit when transferring to Oklahoma. Be sure to provide proof of tax payment from your previous state.
- Timeline for Transfer: You have 30 days after establishing residency in Oklahoma to transfer your out-of-state vehicle registration to avoid penalties.

- Select your desired military plate and download the application form.
- Complete the form and submit it to Service Oklahoma either in person or by mail.
- Reminder: Review the application form carefully, as some plates may require additional documentation.
Renewal Requirements:
- Active Duty and Veterans: Additional documentation may be required at the time of renewal, as specified in the applicable Specialty License Plate Application.
Registration Renewal (Disabled Veteran)
Oklahoma allows military veterans to renew their vehicle registration by mail.
Eligibility & Fees:
Veterans must meet the following criteria to qualify for the disabled veteran rate ($5 plus applicable insurance and mailing fees):
- Must have a 50% or greater disability rating
- Limited to two vehicles per veteran
- A sales tax exemption number or C599 Card issued by the Oklahoma Department of Veteran Affairs (ODVA)
To renew your vehicle registration:
- Enter your vehicle information and complete the renewal process.
- Your new registration and sticker will be mailed to you.
Surviving Spouse Eligibility:
- A surviving spouse is eligible for one discounted vehicle registration with a Oklahoma Department of Veteran Affairs (ODVA) letter
- The letter of eligibility issued by the Oklahoma Department of Veteran Affairs (ODVA)
