Interstate Medical Licensure Compact (IMLC)

Statutory Authority - Title 59 Section 493.7

Background

Utilization of the Interstate Medical Licensure Compact (IMLC) was adopted in Oklahoma in 2019.  

The IMLC provides a pathway to expedited licensure for physicians who meet the requirements for participation.

OSBOE participates as both an issuing state and State of Principal License.  More information on those two distinctions below.

State of Principal License (SPL)

If a physician wishes to pursue expedited licensure through the IMLC, they will first need to obtain a Letter of Qualification (LOQ) from their State of Principal License (SPL).  

To obtain the LOQ, a physician must verify they meet the requirements and submit the application to the IMLC with the accompanying fee.  This verification of requirements includes a criminal background check.  If an application is submitted, the licensing team will provide more information on the process.

OSBOE particpates in the Compact as an SPL, and will work with the licensee to ensure they do meet requirements and have the LOQ issued within sixty (60) days.  These letters are good for a period of one (1) year from the date of issuance and can be used as the basis of application with the other IMLC participating states through the IMLC portal.

License Issuance

Following issuance of the LOQ from the physician's designated SPL, the physician may then apply to states participating in the IMLC as issuing states.

An issuing state receives an application for license through the IMLC portal.  That state verifies the applicant meets requirements within ten (10) days and issues the license.

As the license is issued through the IMLC, renewals of that license will take place from the IMLC portal.  OSBOE will grant you an account to complete other requests, but renewal must be completed through their portal and then sent to OSBOE for processing.
