Mineral Owner’s Fund (1371) Reporting Guidelines
House Bill 1371, signed into law by Governor Kevin Stitt on May 6, 2026, establishes the Oklahoma Mineral Owner’s Fund, a state-managed escrow account administered by the Oklahoma State Treasurer’s Office.
The fund provides a way for oil and gas producers to remit unpaid mineral royalty proceeds and accrued interest to the state when the rightful owner cannot be located or payment remains outstanding. Rather than leaving these funds with producers indefinitely or requiring lengthy court proceedings, the new process provides an alternative for safeguarding unpaid proceeds.
Under HB 1371, eligible unpaid proceeds may be transferred to the Mineral Owner’s Fund after 36 months. Mineral owners or their rightful heirs can then seek to recover funds by providing proof of identity and ownership through the State Treasurer’s Office.
The Mineral Owner’s Fund helps protect the financial interests of Oklahoma mineral owners by providing a state-managed process to safeguard unpaid royalties and establish a pathway for rightful owners to reclaim their money.
