The Treasurer’s Office maintains a master contract with Conduent and its banking partner, Fifth Third Bank, for the provision of debit card services. Fifth Third Bank acquired Comerica, and the Office received notice of the merger, which was set to be completed on February 1, 2026.
The master contract with Conduent is limited to debit card services. Any state agency utilizing debit cards is required to use this contract with Conduent and Fifth Third Bank; no alternative banking provider may be selected under this structure. There is no connection with this contract and Gateway First Bank.
Regarding the current open records lawsuit related to this program, the Treasurer’s Office remains committed to transparency and has offered to meet with Labarthe’s office to provide information and answer questions without the need for legal action or press conferences.
