Contract Compliance Division

The mission of the Oklahoma Department of Transportation’s Contract Compliance Division is to ensure equal employment opportunity within ODOT, to level the playing field for Disadvantaged Business Enterprises (DBEs) by providing full and meaningful participation opportunities in ODOT’s federally funded highway projects and to plan, implement and provide guidance to prevent discrimination in federal aid programs and activities. As a public agency, ODOT is responsible for the assurance of full and open participation in the process of highway construction and in the receipt of benefits derived from highway construction and related activities.

Disadvantaged Business Enterprise Goal Notice for ODOT Federal Transit Administration Obligations

Oklahoma Department of Transportation (ODOT) has established a proposed Disadvantaged Business Enterprise (DBE) goal in accordance with DBE regulations and Federal Transit Administration (FTA). The proposed DBE goal is 0.26% for the federal fiscal years (FFY) that begin on October 2025 through September 30, 2028 (FFY 2026-2028). The proposed DBE goal applies to ODOT’s contracts with FTA funding.

The DBE goal and our methodology to establish the goal is available online here or  Monday through Friday from 9:00am to 4:00pm at 200 N.E. 21st Street Oklahoma City, OK 73105. Before visiting the office, please contact Jennifer Hankins (405)-521-2072.

ODOT welcomes your comments and suggestions that could adjust the proposed DBE goal. ODOT will accept verbal and/or written comments on the proposed DBE goal through July 18, 2025. Provide your comments on the goal and methodology to:

Disparity Study

The Oklahoma Department of Transportation (ODOT) has conducted a statewide disparity study for its Disadvantages Business Enterprise (DBE) program for federal-aid contracts to ensure that DBEs have equal access to contracting opportunities and that the program remains narrowly tailored and administratively successful.  The Study, with the Department’s response, has been posted here.
