Information may be requested from the OKEMSIS, as described below. The data in OKEMSIS is protected health information and all data requests must adhere to the appropriate guidelines.

  • Open Records Request
    • Aggregated, de-identified data may be requested through Open Records. If the requested data included small sample sizes, below 10 cases, the numbers are suppressed. Charges apply to Open Records requests.
  • Record Release Form
    • Individual patient care reports can only be released if a legal request or individual release form has been submitted.
  • Data Use Application
    • Research is an important part of the OSDH Emergency Systems’ mission. Researchers interested in working with our data team should contact our office before applying for data.

The Commissioner of Health has amended the current OKEMSIS Data Dictionary to align it with the Federal NHTSA standards as detailed in NEMSIS 3.4. This change will require all agencies to update their current reporting software by December 31, 2021. This migration is a minor upgrade, most of the changes are in the background and not noticeable to the medics entering data. Agencies that use a third-party vendor to enter data into OKEMSIS should contact their vendor representative about the migration.

The links below include information related to the OKEMSIS v3.4. Data from the Elite v3.3.4 database will remain accessible in the Report Writer module. Free OKEMSIS Elite Database trainings are currently virtual. Agencies/vendors wanting to attend this free training need to contact Emergency Systems at (405) 426-8480 or email esystems@health.ok.gov to confirm their attendance. Individual agency trainings can be scheduled upon approval by OSDH staff. In an effort to become more environmentally friendly and make the training materials more available to all EMS agencies, the regional training schedule and training materials are linked below. 

Only the regional training agenda will be provided at the training, all other training materials will need to be downloaded (or printed) by the participating agency if they want a copy.

NOTE: Dates for OKEMSIS trainings are subject to change by OSDH personnel if significant scheduling issues arise.

Oklahoma Statute requires the State Health Department to develop and monitor a data collection system for trauma (Section 1-2511 of Title 63). The Trauma Registry was developed pursuant to that requirement. It is a database that contains detailed information about injuries that meet a specified level of severity. This information is submitted by hospitals.

Emergency Medical Services is tasked with inspecting and auditing EMS agencies through out the State of Oklahoma. The following are the EMS Rule Books for several years. The most current dated book holds the active rules as they stand today.
