Freight Transportation Plan

Overview

The 2027-2034 Oklahoma Statewide Freight Plan serves as a strategic roadmap to support sustained economic growth by addressing the state’s freight transportation needs through a comprehensive multimodal approach. The Freight Plan is designed to:

  • Meet federal guidelines and support future planning, policies and investment in Oklahoma;
  • Advance safe, efficient, and resilient goods mobility and supply chain infrastructure across Oklahoma;
  • Strengthen the business case for freight system investments by aligning with economic and industry needs;
  • Provide data and insights to support local and regional mobility planning; and
  • Engage and incorporate input from private sector freight stakeholders.

What can you do?

As we look at freight movements across the state, your ideas, concerns and suggestions are important to ODOT.  We would like you to contribute to the process. Check back with the website regularly for links to get involved or leave a comment on documents. It is anticipated that there will be a 30-day public comment period in the Fall of 2026.


Timeline

ODOT will spend about a year talking with freight businesses and reviewing data about what freight is moved across the state and how. The Freight Plan will include short and long-term strategies to address critical freight needs and deficiencies that affect all industries including truck safety, congestion hot spots and capacity needs.

The Freight Advisory Committee is set to meet three (3) times in 2026:

  • Winter/Early 2026
  • Spring 2026
  • Summer 2026

A public survey will take place in Spring 2026. The public comment period will occur in late 2026.


Plan Development

The Project Team will review and collect information on existing conditions to assess the existing freight network to understand issues impacting freight mobility, economic competitiveness and quality of life and then develop strategies and recommendations. The activities include:

  • Assessing the multimodal freight system
  • Determining current and future freight flows and trends
  • Evaluating economic impacts of multimodal freight system
  • Developing goals, objectives and performance measures
  • Identifying needs and opportunities of the multimodal freight system
  • Developing strategies and recommendations to address needs and deficiencies
  • Developing draft and final freight plan documents

Engagement Activities

Freight Advisory Committee—ODOT will engage freight industry leaders from private industry, state agencies and national associations to have a comprehensive perspective at key milestones. (milestones listed below)

Private Industry Survey—this survey will provide input on supply change challenges and opportunities and collect input on needs and potential solutions.  The survey will be sent out to a broad base of private industries in Oklahoma.

One-on-One Stakeholder Interviews—in an effort to gather additional input from key industry stakeholders, interviews will be held to gather feedback on supply chain issues, freight needs and potential solutions.

Public Comment Period—once the draft Freight Plan is completed, it will be made available for public review so that all freight stakeholders and the public have an opportunity to provide comments.  ODOT will review comments and incorporate as appropriate into the plan.
