Community Standards for Youth Homeless Shelters

The Community Standards for Youth Homeless Shelters are voluntary guidance developed to support youth shelters in Oklahoma that serve children and youth experiencing homelessness. The standards reflect shared best practices identified through collaboration with youth-serving providers and system partners.

These standards are not regulatory and do not carry enforcement authority. Instead, they are intended to encourage consistent, safe, and youth-centered approaches to shelter operations across communities.

Who the Standards Are For

The standards are designed to support:

  • Youth homeless shelter providers
  • Community partners and referral agencies
  • Funders and local leaders interested in quality shelter practices

They may be used by providers as a self-assessment or planning tool.

What the Standards Address

The standards offer guidance related to:

  • Organizational oversight and operations
  • Staffing and training considerations
  • Health and safety practices
  • Youth rights, dignity, and engagement
