Homeless Children and Youth Steering Committee (HCYSC)

The Homeless Children and Youth Steering Committee (HCYSC) is a statewide, cross-sector body that works to improve coordination, inform policy, and advance data-driven solutions for children and youth experiencing homelessness or at risk of becoming homeless in Oklahoma.

The committee brings together partners from state and local government, education, nonprofit and faith-based organizations, service providers, and community stakeholders to review data, identify system gaps, and develop recommendations that strengthen prevention, response, and long-term stability for children, youth, and families.

Purpose and Priorities

HCYSC focuses on:

  • Reviewing and analyzing data related to child and youth homelessness
  • Identifying gaps, barriers, and opportunities across systems
  • Developing policy and practice recommendations
  • Strengthening cross-sector coordination and collaboration

The committee’s work is guided by a strategic plan that establishes shared priorities and action steps to advance coordinated, sustainable solutions statewide.

Meetings and Structure

Full Steering Committee

The full committee meets on the fourth Wednesday of every even-numbered month at 10:00 a.m. to 11:30 a.m. Meetings are held in a hybrid format, with an in-person option at the OCCY offices and a virtual option available.

Subcommittees

HCYSC operates three standing subcommittees, each meeting on the first Thursday of the month and reporting back to the full committee:

  • Data Subcommittee – Focuses on data alignment, analysis, and use of data to inform decision-making
  • Policy Subcommittee – Identifies policy challenges and develops recommendations
  • Collaborative Partnerships Subcommittee – Strengthens cross-system collaboration and community alignment
