Multi-County Grand Jury indicts five in three human trafficking cases
OKLAHOMA CITY (Sept. 23, 2026) – Five people face felony charges in three separate human trafficking cases after indictments by the Multi-County Grand Jury were unsealed today. The indictments followed investigations by the Oklahoma Bureau of Narcotics (OBN) Human Trafficking Unit and the Oklahoma City Police Department (OCPD) Vice Unit.
“Traffickers will go to any length to profit from other people's suffering, whether operating from a prison cell, a storefront or a home where children should have been safe,” Drummond said. “These indictments send a clear message that there is no place in Oklahoma where this exploitation will be tolerated.”
In the first case, Caleb Christopher Jordan Richey, 32, an inmate at Great Plains Correctional Center in Hinton, used a contraband cellphone to advertise a victim for commercial sex, schedule dates with buyers and collect the money she earned, with help from Phalesha Reneice Bean, 29. The indictment described Lee Jerrod Sutter, 49, as a regular buyer to whom Richey and Bean sent women.
Richey and Bean face four felony counts including conspiracy to commit human trafficking for commercial sex, human trafficking for commercial sex, acquiring proceeds from illegal activity and engaging in a pattern of criminal offenses. Richey faces an additional count of possessing contraband in a penal institution. Sutter is charged with conspiracy to commit human trafficking for commercial sex and engaging in a pattern of criminal offenses.

In the second case, Lorrie Lynn Kennedy, 48, is charged with two counts of human trafficking of a minor for commercial sex and two counts of child sexual exploitation. After three children made statements to police, investigators uncovered evidence that Kennedy trafficked the children, who were as young as 4 at the time, for commercial sex in Oklahoma County between 2016 and 2022. The indictment also outlines one count of felony child neglect against Kennedy.

In the third case, OCPD Vice detectives confirmed that commercial sex was taking place inside several massage businesses in the Oklahoma City metro. Search warrants revealed that women were living in the businesses and were kept there to perform commercial sex acts. According to the indictment, Li Meng, 50 trafficked the women at Natural Massage, 2903 N.W. 36th St., and Dreams of Realizing, 8505 S. Pennsylvania Ave., from 2019 until earlier this month. Ming faces two counts of human trafficking for commercial sex and one count of acquiring proceeds from illegal activity.
