Title 74, sections 30.3 through 30.8 create the Political Subdivisions Opioid Abatement Grants Act. The Act’s purpose is to promote and protect the health of Oklahomans by using monetary grants to abate the opioid crisis in a comprehensive manner that includes cooperation and collaboration with political subdivisions. The Act created the nine-member Opioid Abatement Board, which rigorously reviews grant applications and subsequently approves them. The Office of the Attorney General provides administrative and staff support to the Board.
The Legislature also vested the Board with rulemaking authority. Thus, all emergency and permanent rules must be proposed and approved by the Board prior to the Office of the Attorney General initiating the rulemaking process.
