Attorney General’s Office busts three illegal marijuana operations in Cleveland County

OKLAHOMA CITY (May 15, 2025) – The Office of the Attorney General’s Organized Crime Task Force (OCTF), in coordination with multiple law enforcement agencies, recently seized almost 65 pounds of processed marijuana and nearly 29,000 plants at three illegal marijuana farms in Cleveland County. Two Chinese nationals, Ruibin Wu and Xihai Yin, were arrested on charges including aggravated manufacturing, possession of a controlled substance with intent to distribute, and possession of a firearm during the commission of a felony.

OCTF agents began an investigation in March after receiving a tip concerning suspicious grow activities near 183rd Street in Lexington. The joint operation involved the Oklahoma Medical Marijuana Authority, Oklahoma City Police Department, Oklahoma State Bureau of Investigation, FBI, Drug Enforcement Administration, Homeland Security Investigations, Cleveland County Sheriff's Office, Oklahoma National Guard and the Cleveland County Commissioner's Office District 1.

Attorney General Gentner Drummond commended the collaborative work of the agencies.

"This coordinated operation demonstrates our firm commitment to rooting out illegal marijuana operations across our state," he said. "These illicit grow operations often serve as fronts for organized crime and pose significant threats to public safety and our environment. We will remain vigilant in our efforts to shut down these criminal enterprises."

Every person arrested, charged or indicted is presumed innocent unless and until convicted of a crime in a court of law.
