Anonymous tip leads to capture of Attorney General’s Most Wanted; three fugitives added to list

OKLAHOMA CITY (Jan. 6, 2025) – A sixth fugitive on Attorney General Gentner Drummond’s 10 Most Wanted list has been captured and three new fugitives have been added. 

Last month, Detroit police arrested Virginia Hubbard. The 55–year-old woman is accused of neglecting a Tulsa County woman she was hired to care for and preying on her financially. 

Investigators knew Hubbard had fled Oklahoma and was likely in Michigan, but a caller to the Attorney General’s tipline revealed information on her current location. Agents at the Attorney General’s office contacted Detroit police, who were able to arrest Hubbard. 

“Thanks to the vigilance of an anonymous tipster and swift action by law enforcement, we have apprehended someone accused of a horrific crime,” Drummond said. “Working with our partners at the Tulsa County Sheriff's Office and the Detroit Police Department, we've taken another alleged predator off our streets and will ensure she faces the consequences of her actions.” 

The tipster will receive a reward for providing information directly leading to Hubbard’s arrest. 

Three more fugitives have been added to the 10 Most Wanted List.

Sau Tau Liu, 58, also goes by the name James or Jim Liu. In November 2023, the Multi-County Grand Jury indicted Liu for trafficking marijuana. The Attorney General’s Office is partnering with the Lincoln County Sheriff’s Office to hold him accountable. There is a reward of up to $2,000 for information leading directly to his arrest. 

Donavan Tyler Ray, 33, is wanted for rape and failure to register as a sex offender in Atoka County. Ray is accused of raping a 12-year-old girl in 2017. He is also considered a violent sex predator. There is a reward of up to $3,000 for information leading directly to Ray’s arrest. 

Michael Christopher Marlow, 43, is wanted for causing a deadly crash in 2022 in Cotton County. Officers determined Marlow crossed a center median and crashed head-on into another car, which rolled and caught fire. Marlow had methamphetamines in his blood system at the time. Some of his prior convictions include driving without valid driver's license, driving while suspended, engaging in organized criminal activity, driving under the influence and fleeing a police officer. There is a reward of up to $1,000 for information leading directly to Marlow’s arrest.
