Sooner Start is Oklahoma’s early intervention program designed to meet the needs of infants and toddlers with disabilities and/or developmental delays. In accordance with the Individuals with Disabilities Education Act (IDEA) the program builds upon and provides supports and resources to assist family members in enhancing their infant's or toddler's learning and development through everyday routines. Early Intervention Services are provided for eligible children (birth-up to 3 years of age) and their families. Children are eligible with an automatically qualifying diagnosis (such as Down Syndrome, Cerebral Palsy, etc.) or by developmental evaluation with two 25% delays or one 50% delay. Most services take place in the child's natural environment, which may include the child’s home, or daycare and could extend to other community settings. The goal of SoonerStart is to provide families and children with ideas and interventions that promote typical development.

Services
Developmental testing includes the following areas:
- Personal/social
- Self-help
- Gross motor
- Fine motor
- Receptive language
- Expressive language
- Cognitive
- Hearing screening
- Vision screening
Intervention services may include:
- Family training, counseling and home visits
- Hearing and vision consultation
- Speech/Language Therapy
- Physical Therapy
- Occupational Therapy
- Monitoring child development
- Resource coordination
- Special instruction
Fee
All services are provided at no cost to families. This program is mandated by federal and state law and is funded through various state and federal sources.
Hours
Phones are answered Monday through Friday, 8:00 am to 5:00 pm. Intervention visits are arranged individually between family and service provider.
How to Obtain a Referral
The area office is located at Custer County Health Department in Clinton. CCHD serves families in Custer, Blaine, Dewey, Washita, Beckham and Roger Mills Counties.
