Initial Certification and Licensing

DEQ provides training required to become certified as an installer or soil profiler, as well as training required to become a licensed septage pumper and transporter. Any driver or operator under a licensed septage pumper must be certified by DEQ.

These training sessions are an overview of DEQ rules, regulations, and procedures related to each program. We recommend attending these trainings with a general knowledge or understanding of the program.

To enroll, submit your application to Oklahoma City office administration staff. Once your application is processed, you will receive payment instructions for the program fees. *Please do not submit payment until you receive payment instructions.

If you do not specify a preferred training session, you will be enrolled in the next available class.

Seats may be limited for in-person training sessions.

You will not become certified or licensed until all requirements are met.

Requirements for "Installer In-Training" Certification:

  • Form 641-002: Certified Installer Application
  • Form 002-028: Affidavit of Citizenship
  • Copy of valid government issued ID
  • A surety bond of $75,000.00 listing the applicant (not the business) as the principal and DEQ as the obligee OR an Affidavit for tribal or governmental installers only
  • Payment of program fees
  • Attend training and pass the examination with a score of 70% or higher
Requirements for Full Certification
  • Five (5) experience installations of any system type
  • Two (2) joint inspections in category of certification

2026 Soil Texture Examination Schedule Link (schedule to be determined)

Prerequisites:
Be a Professional Engineer, Professional Land Surveyor, Professional Sanitarium or Professional Environmental Speciailist registered to practice in Oklahoma, or Soil Scientist as defined in 27A O.S. Section 3-1-103(20)

Requirements:

  • Form 641-011: Certified Soil Profiler Application
  • Form 002-028: Affidavit Regarding Citizenship
  • Copy of valid government issued ID
  • Surety Bond in the amount of $25,000.00 listing the applicant as the principal (not the business) and DEQ as the obligee OR Affidavit for tribal and governmental soil testers only
  • Payment of program fees
  • Attend training and pass the examination with a score of 70% or higher
  • Soil texturing test administered by DEQ
  • Four (4) joint soil profiles conducted with DEQ personnel

Requirements:

  Licensee

  • Form 645-001: Septage Pumper and Transporter Application
  • Form 645-004: Consent for Disposal of Septage
  • Form 002-028: Affidavit Regarding Citizenship
  • Copy of valid government issued ID
  • Surety Bond in the amount of $25,000.00 listing the business (not the Licensee) as the principal and DEQ as the obligee
  • Vehicle Inspection of each vehicle (contact your local DEQ office)
  • List of Drivers, including hire date
  • Payment of program fees
  • Attend training and pass the examination with a score of 70% or higher

  Driver

  • Form 645-001: Septage Pumper and Transporter Application (Sections 1-3 & 7)
  • Form 002-028: Affidavit Regarding Citizenship
  • Copy of valid government issued ID
  • Payment of examination fee
  • Attend training and pass the examination with a score of 70% or higher
