General Permits & Permits by Rule

The Minor Oil and Natural Gas Facilities PBR was amended by emergency rule, effective July 25, 2024, to accommodate new NSPS OOOOb, and particularly LPE limits for tank batteries. The amendments will not affect currently registered ONG PBR facilities that do not become subject to OOOOb. The emergency rule will remain in effect until September 14, 2025, or until it is replaced by a permanent rule, whichever comes first.

AQD issued the new version of the Hot Mix Asphalt Facilities (HMAF) General Permit on April 1, 2024. The HMAF-GP forms have been updated and must be used for HMAF-GP applications submitted on or after April 1, 2024.

The Air Quality Division (AQD) has issued general permits (GPs) and/or Permits by Rule (PBRs) for several categories of industries listed below.

Note: All facilities constructing or operating under the previous 2002 HMAF-GP are subject to and must comply with the 2024 HMAF-GP by April 1, 2026, and all facilities will automatically be authorized as Class II facilities unless you elect to transition through a Notice of Modification or New Authorization.
