General Permits & Permits by Rule

The Nonmetallic Mineral Processing Facilities General Permit has been updated to include requirements for dryers and the option for applicants to choose between Class I and Class II authorizations. The permit will be available for public review on the DEQ webpage for permits for public review for a period of 30 days beginning April 22, 2026. Any person may submit written comments or request a public meeting using the following methods:

The Air Quality Division (AQD) has issued general permits (GPs) and/or Permits by Rule (PBRs) for several categories of industries listed below.

Note: All facilities constructing or operating under the previous 2002 HMAF-GP are subject to and must comply with the 2024 HMAF-GP by April 1, 2026, and all facilities will automatically be authorized as Class II facilities unless you elect to transition through a Notice of Modification or New Authorization.
