Learner Permit

A Learner Permit is a limited Driver License that allows you to practice safe driving techniques while accompanied by an experienced driver.

Driving Privileges


When & With Whom You Can Drive

You can drive between 5:00 a.m. and 10:00 p.m. while accompanied by a licensed driver at least 21 years old


Eligibility


15 years old

You must be enrolled and receiving instruction in an approved Service Oklahoma Driver Education course and pass the Oklahoma Written Exam.

16 years old

You must pass the Oklahoma Written Exam. 

Driver Education is optional if you are 16 years or older.

The written exam is a 20-question test that will test you on Oklahoma traffic laws, road rules, road signs, and safe driving practices.

  • The written test may be waived with Driver Education by providing your completion certificate.
  • Parent-Taught Driver Education does not qualify to waive the written test.

Enroll in or complete a Driver Education course

Your vision test will be administered during your visit. Written tests can be taken at a Service Oklahoma location.




At Your Visit


Bring the following to your visit:

 
  • Primary ID - One primary proof of identification
  • Social Security number - Physical card is not required.
  • A parent or legal guardian - If you are under the age of 18, you must have a parent or legal guardian with you. If a parent is not present, you must bring in a notarized Parent Authorization Form to obtain a new License.
  • Proof of Purchase, Enrollment Contract, or Completion Certificate - Bring in your enrollment contract or completion certificate from the Commercial or public Driver Education school which you are attending or have attended.

Note

If you are 16 years old or older, Driver Education is optional. If you have completed Driver Education, please bring the documentation to waive the written test.

 

To take the written test before turning 16 using parent-taught driver education, you must have the Parent-Taught Affidavit approval number and proof of purchase from the Parent Taught Program provider.

Parent-Taught Driver Education does not qualify to waive the written test.

Get your temporary Learner Permit

If you pass the written and vision tests, you will given a temporary paper permit to use until you receive your Learner Permit in the mail.



Fees


Passing the Written Test

The fee to print and issue a Learner Permit is $42.50. Please be prepared to pay this fee.
 

Failing the Written Test

If you do not pass the written test, there will be a $4.00 fee added to the issuance fee for each failed test that can be paid upon passing.


Note

There is a $25.00 fee associated with tests taken at Career Tech Testing Centers and the applicant will still have to visit a Service Oklahoma Licensing Office for the vision test and to be issued the permit.

Are You REAL ID Ready?

Beginning May 7, 2025, a REAL ID compliant Driver License or ID card,  or a valid federal identification document (i.e. U.S. Passport) will be required for you to fly within the U.S. or visit a federal facility.


After Your Visit


Once you receive your permit, but before taking the drive test and graduating to an intermediate license, you must:

  • Be at least 16 years old
  • Have held a Learner Permit for at least 180 days
  • Have had at least 50 hours (including 10 hours at night) of behind-the-wheel training from a licensed driver that is at least 21 years old and has been licensed for at least 2 years
  • Have no traffic convictions on your driving record
  • Work Zone Safe Course Completion Certificate – online course available for free here

A certificate of completion of the free Oklahoma WorkZone Safe Course is required to receive an Intermediate License under the age of 18.
