Out-of-State Transfers
If you are a new resident to Oklahoma, you will need to apply for an Oklahoma Learner Permit.
Depending on your age, there are different requirements for transferring Out-of-State Learner Permits. You must be at least 15 1/2 to transfer an Out-of-State Learner Permit in the State of Oklahoma.
- Age 15 1/2 to 16
- Age 16 to 18
- Age 18 and older
Eligibility
Applicants must meet all the requirements below:
You are currently enrolled or have completed an accepted driver education program
You are coming from another state and have a learner permit
You are between the age of 15 1/2 and 16
Time Transfer Credit
In Oklahoma, it is required to hold a Learner Permit for 180 days before receiving a Driver License. Depending on your Oklahoma driver education status, your time requirements may vary:
If you received your permit before you turned 15 1/2
You will only receive credit from the day you turned 15 1/2 until present.
If you received your permit after you turned 15 1/2
You will receive credit from the issue date of your out-of-state permit.

Time Transfer Credit
In Oklahoma, it is required to hold a Learner Permit for 180 days before receiving a Driver License. Depending on your Oklahoma driver education status, your time requirements may vary:
With enrollment in or completion of an Oklahoma-approved driver education course
You will receive credit toward the six-month requirement from the date of issuance of your permit.
Without enrollment in or completion of an Oklahoma-approved driver education course
You will receive credit toward the six-month requirement from the date you turned 16 until present.

You are coming from another state and already have a Learner Permit
You are 18 or older
Out-of-State Learner Permit to Oklahoma Driver License
If you are 18 or older and hold a Learner Permit, you will be required to have the permit for 30 days. If 30 days have passed since the issue date of your out-of-state permit, you are eligible to apply for a Class D Driver License.
How to Transfer Your Permit
Bring the following to your appointment
- Primary ID (Other than your Learner Permit) - Find the list of acceptable primary identification documents here.
- Social Security number - Physical card is not required.
- Valid Out-of-State Learner Permit
- Parent or Legal Guardian
- Proof of Accepted Driver Education - Proof of current enrollment in an accepted driver education program, or a certificate of completion from an accepted driver education program.
Visit a Service Oklahoma Licensing Office
Receive your temporary Learner Permit
Once your paperwork has been approved and processed, you will given a temporary paper permit to use until you receive your Learner Permit in the mail.

Note
Some Service Oklahoma Licensing Office locations only accept credit cards as the payment method. If you are not paying with a credit card at one of these locations, your Examiner will issue a form that must be taken to a Licensed Operator to process a payment with cash, check, or a money order.
Frequently Asked Questions
In Oklahoma, you are required to hold a Learner Permit for six months before receiving your license. If you moved to Oklahoma and had a Learner Permit from another state, you can receive credit towards the six month requirement for the time that you have held your out-of-state permit. The time you will receive credit for is referred to above as time transfer credit.
