Central Purchasing news and updates

PeopleSoft upgrade

PeopleSoft recently underwent a PeopleSoft Update Manager 48 upgrade. The new release became available to users on May 20.

With this upgrade, financial and purchasing teams have a new and improved mobile user experience, including additional fluid features, enhanced dashboards, added navigation search functionality and more.

Open statewide contracts

The following statewide contracts are currently open for solicitations:

  • SW1014.

  • SW0135.

The following are rolling contracts always open for bidding:

  • SW1050.
  • SW1025.
  • SW0133.

This process helps new vendors to join statewide contracts, driving value for Oklahoma. 

Registration news and updates

Improved efficiency

OMES Registration continues to evolve and has made some high-impact changes to improve our registration system and customer service. Reflecting on the past year, these are the ways we have eliminated unnecessary time and complications from our registration process:

  • Removed repetitive questions.
  • Eliminated need for COI and SOS until point of award.
  • Refined verbiage within eSupplier to provide clarity.
  • Aligned the registration process to work for both payees and suppliers, cutting out the need to differentiate and provide different sets of directions.
  • Reduced response times for all registration functions by more than 80%.

Those changes have been universally well received by suppliers and provided the registration team with the structure and ability to dig into the security of our processes and move toward further improvement and modernization.

Recent and upcoming changes

EFT registration is now 100% completed by the suppliers themselves in the eSupplier system.

  • The registration team no longer completes any manual registrations.
  • Required in compliance with industry security standards and the high level of fidelity OMES provides to suppliers, agencies and citizens of Oklahoma.

Payees must self-register in eSupplier.

  • We’ve communicated this significant procedural change over the past year.
  • Facilitates improved security and standardized processes.

Supplier registration will soon migrate all communications from email into the ServiceNow platform. Watch for more information to follow regarding this conversion.

  • Allows for more efficient, seamless interactions and the ability to track progress of your request or inquiry.
  • Greatly increases our security.

The OMES Central Purchasing website is continually updated to house the most current information for all things registration:

  • Training materials and guides.
  • Resources to assist agencies and directing suppliers.
  • Forms. (When a form is required, please use the most recent version from the OMES CP website.)

Continued improvements

OMES Registration's goal in the coming year is to better partner with suppliers and agencies to get things done, share knowledge and improve processes. To achieve this, we plan to reach out to different agencies over time to meet with you, help with any registration questions and encourage open dialogue so that we can better understand each other's needs.

We will hold quarterly in-person registration sessions so that those suppliers who require or prefer personal guidance can sit down with a registration specialist. Information regarding June's session is posted on our website.

The OMES Registration team is dedicated to excellent customer service and accurate work. We look forward to continued growth and we appreciate your partnership to #GetStuffDone for the state.

Procurement health check

For historical reference, in fiscal year 2022, it took 435 days from solicitation receipt to award a contract to a vendor. Following recent LOFT recommendations, this timeline has been significantly streamlined, with the average procurement duration reduced to 61 days in FY 2024.

Last year, OMES statewide contracts totaled $936 million, greatly supporting the state. Those contracts support state agencies, towns, county and tribal governments, schools, higher education and other affiliates, who rely on OMES to help them secure critical services when needed most.

Over the last five years, OMES oversaw around 230 traditionally bid statewide contracts, meaning RFPs outside the "pilot program" for rolling RFPs. Those opportunities were each competitively bid. In that same period, OMES administered over 300 solicitations for the state. In 2023, we implemented a new procurement system and opened 212 solicitations.

Recognizing excellent service

Ryan Gold, Procurement Specialist II

Ryan Gold is a procurement specialist with OMES Central Purchasing. He manages State Use, the Staples account, the Amazon account, three rolling statewide contracts and processes ePros. He is a positive, helpful member of the CP team who is committed to getting stuff done.

Ryan graduated from Southern Nazarene University with a degree in marketing. Before becoming a procurement specialist two and a half years ago, he worked in the supply chain for companies including Chesapeake Energy, Williams Energy, Sonic Corporation and Paycom. Outside of work, Ryan enjoys going to his kids' games, fishing and working outside.
