David Ostrowe

Interim Executive Director

Ostrowe, besides serving as Interim OMES Director, he is also the Governor’s Chief Operating Officer and Secretary, where he drives cabinet coordination and support agency directors statewide. 

He previously served as Oklahoma’s first Secretary of Digital Transformation and Administration, overseeing 54 agencies, boards, and commissions. In that role, he modernized operations, streamlined services, and advanced transparency across state government. His record of public service also includes chairing the Oklahoma Lottery, where he doubled state revenue, and ongoing leadership roles with charitable, private, and public boards.

Ryan Bair

Deputy Director 

Ryan Bair joined OMES in September 2024 as deputy director of Legislative and Legal Services and assumed the position of agency deputy director in February 2025. Previously he served as the deputy chief counsel at the Oklahoma House of Representatives and was instrumental in drafting the bill that established OMES. Over the years, he has authored numerous legislative bills to improve the agency and has a deep understanding of the policies and administrative rules that drive our operations. His extensive background will help propel OMES forward and open new opportunities for growth.

Aaron Morris

State Chief Financial Officer

Aaron Morris joined OMES in January 2025 as state chief financial officer. He brings more than 20 years of public service experience to the team and will lead the Central Accounting and Reporting and Budget, Policy and Gaming Compliance divisions.

Morris comes to OMES from the Oklahoma Health Care Authority, where he became CFO in 2018. There, he was responsible for financial strategy and management, including budgeting, fiscal planning, general accounting, and financial reporting and analysis. He oversaw the agency’s technology and program integrity functions, helping OHCA achieve its goals while improving efficiency and accountability. Morris also previously held the title of OHCA director of Financial Management, where he focused on financial strategy, revenue optimization and provider reimbursement.

He has a bachelor’s degree in finance from the University of Central Oklahoma and an MBA from Cameron University. Additionally, Morris serves as a member of the Rural Health Association Board of Oklahoma.

Felicia Clark

State Comptroller

Felicia Clark was named State Comptroller on July 17, 2023. She previously served as OMES chief financial officer, and has held various financial roles within OMES. Before joining OMES, she worked at a small tax firm in Fargo, Okla.

Clark earned her MBA from Cameron University and has been a CPA since 2017. In her free time, she enjoys running, hunting and spending time with her family.

Dan Cronin

Chief Information Officer

Dan Cronin was appointed as the state chief information officer in January 2025. With over 20 years of experience as a global IT leader, Cronin has built a distinguished career driving strategy, software development and systems engineering initiatives. Known for leading large-scale digital transformation and process improvements, he consistently delivers significant business value through innovative solutions and operational excellence.

Before his current appointment, Cronin held leadership positions at renowned organizations, including Marriott International, Allstate Insurance Company and ZF Automotive Group. He successfully steered engineering teams to optimize costs, implement automation and foster innovation, contributing to measurable organizational outcomes and efficiency. His expertise spans strategy, execution, continuous improvement and governance, underscored by a keen focus on delivering technology-driven results.

Cronin earned his Bachelor of Applied Science from Arizona State University's school of engineering, and he currently resides with his wife, Molly, in Yukon, Okla.

Tracy Osburn

General Counsel

Tracy Osburn serves as OMES general counsel. Osburn has been a practicing attorney for 16 years, nine of which have been at OMES. She received her juris doctorate at The University of Tulsa College of Law in 2008, where she was chosen to serve on the University of Tulsa Law Review.

She has supported various divisions throughout her time at the agency and brings a wealth of knowledge to the position.
